When one receives public document to be present but does not show up on time, will he/she be sent to prison?

If you have a valid reason not to be present at the specify time, you could ask the enforcement staff to change the date in advance. On the other hand, if you do not apply to change the date and has no valid reason not to be there, in compliance to law, you could be restrained from traveling aboard, or even arrested and taken to custody.
