AEA hosts the 2022 On-the-Job Training of enforcement officersto boost their academic knowledge and professional abilities and improve the quality of their cases.

     In order to improve the legal literacy and professional skills of the enforcement officers of AEA and its branches, enhance the quality of case handling and strengthen
the communication with the media on the proper promotions of relevant businesses to the public, AEA hosts "2022 On-the-Job Training of Enforcement Officers," which
was held on March 29, 2022 at the Neihu Research Center of the Ministry of Justice,with two lectures in the morning and afternoon of that day. The lecturers are the journalist Lin, Chun-Hung and the Division-Chief Judge Li, Wen Teh. The various topics included interaction with the media, press release writing skills and legal
knowledge and practice of enforcement, etc. A total of 97 participants attended the training.

     The Minister of Justice Tsai says that since the establishment of AEA, the total amount made from the enforcement created an extraordinary result of around NTD
620 billion in the last 21 years. The recent enforcement against the African Swine Fever, epidemic prevention and drunk driving penalties has been very successful and
has been praised by the Executive Yuan and the public. The devotion of the AEA officers shall be recognized and encouraged! Minister of Justice Tsai also reminded
that when conducting enforcement, the enforcement officers should not only focus on numerical achievements, but also pay attention to the process of enforcement, so that the public can comply with the educational meaning of the compliance to the law, in order to perform the function of "legal compliance" and taking into account the care of the disadvantaged and making reasonable use of installment payments and social resources to help people in need to overcome difficulties. Minister of Justice Tsai also said that the authority shall be careful, thoughtful and empathetic when handling news 1 and media affairs in order to achieve a satisfactory solution. During the remarks,Minister of Justice Tsai encouraged the senior officers to pay attention to their own professional skills and moral character, as well as to lead with care and technology and keep up with the times to enhance the quality of the services of authority and obtain the trust of the people.

     In the morning session of this training, a senior journalist gave a lecture of "Media Communication and Press Release Writing Skills." The journalist gave an indepth and humorous presentation on the important parts of communication with the media, as well as the notices and main points in writing press releases for the authorities and pointed out the importance of media promoting skills to avoid a backlash on the authorities. In the lecture, he also analyzed the operating process,news sources and needs of the media in accordance with the types of media and provided many actual cases with explanations for the participants to understand better.

     He also provided instructions on the focal points and skills of press release writing and encouraged that the news spokesman shall be aware of the manner and notices
provided in this lecture, and use the influence of media to create a positive image of the authorities.

     In the afternoon session, the Division-Chief Judge Li, Wen Teh of the New Taipei District Court, gave a lecture on “enforcement against other property rights of the obligors” and “administrative execution of the contributions of a limited company owned by the obligor.” The Division-Chief Judge Li had rich experiences in the trials
of civil and enforcement cases. In this lecture, the Division-Chief Judge Li explained the enforcement subject for monetary obligation rights and analyzes the enforcement
on the categories of the property and remedies of third parties. He also explained the details of the enforcement of other property rights of the obligor and the remedies
provided in Article 119 of the Compulsory Enforcement Act. In this lecture, he explained the scopes of many types of other property rights in the practice of trials,such as construction licenses, drug licenses, life insurance premiums and termination credit rights and the rights of conducting urban renewal projects. After the lecture, the participants became more familiar with the important cases in practice and the correct methods to implement enforcements. In addition, the lecture provided the detailed
explanations on how to conduct a seizure and sale when the subject of enforcement is 2 the obligor's capital contribution to a limited company. He also shared practical
experiences to make sure that the execution proceeding were appropriate and proper.

The training was successfully completed and all participants learned many useful knowledge and had a more complete and sound understanding and gains on the
professional topics such as media communications and enforcement of other property rights. Director-general Lin used a recent case that occurred in a branch to encourage the participants to enhance their professional knowledge and to be cautious when handling news and cases. Director-general Lin gave special thanks to the lecturers for their valuable advice and provided certificates of appreciation and souvenirs for them.
