     "The joint hand-over and oath ceremony of all senior officers of AEA and the Directors of branches" was held at 10 a.m. on August 30 at the auditorium on the 5th floor
of the Ministry of Justice. The Minister of Justice Tsai, Ching-Hsiang supervised the handover and oath processes in person.

     The ceremony was attended by approximately 60 representatives including the Deputy Minister Chen Ming-Tang, Deputy Minister Tsai Pi-Chung, Chief Secretary Miu
Cho-Jan, Prosecutor General Hsing Tai-Chao, Head Prosecutor Chang Ching-Yun and Head Prosecutor Lu Wen-Chung of the Supreme Prosecutors Office, Chief Prosecutor
Chang Tou-Hui of Taiwan High Prosecutors Office, Chief Prosecutor Chu Chia-Chi of Tainan Branch, Taiwan High Prosecutors Office, President Ke Li-Ling of Academy of the
Judiciary, as well as Director-General Hou Kuan-Jen of Institute of Forensic Medicine,Counselor Wang Nan-Chun, Heads of Departments and Offices, as well as staffs of
enforcement authorities under the MOJ.

     There were 1 new senior officer and 6 new directors who underwent hand-over and oath in the ceremony. The new senior officer were the Deputy Director-General Yeh TzuChiang, former Director of Taipei Branch. The 6 new (transferred) directors of the branches were: the Director of Taipei Branch, Yang Hsiu-Chin, the Director of New Taipei Branch, Prosecutor Huang Li-Wei, the Director of Taichung Branch, Wu Tso-Yen, the Director of Tainan Branch, Chang Yung-Chih, the Director of Kaohsiung Branch Yang Pi-Ying and the Director of Pingtung Branch, Prosecutor Ke Yi-Ju.

     At first, Minister Tsai congratulated and blessed the newly appointed Deputy Director-General Yeh and the 2 Directors. For Deputy Director-General Yeh, he has
thorough experience from serving as the Director of the Yilan, Kaohsiung and Taipei Branches, as well as the Chief Secretary of the Administrative Enforcement Agency in the past, which makes him the first Administrative Enforcement Officer to be appointed as Deputy Director-General for the Administrative Enforcement Agency. For Director Huang Li-Wei, newly appointed for the New Taipei Branch, he was once transferred to the Investigation Bureau, MOJ as the Chief of Government Ethics Office temporarily. During service in the court of second instance, he was in charge of establishing technological investigation facilities such as the Technology Monitoring Center and the Technology Investigation Center. With dual backgrounds in legal and technological fields, he has contributed strengths to carry out significant policies of technological investigation for the Ministry. For Director Ke Yi-Ju newly appointed for the Pingtung Branch, she investigated cases of national security during service in the court of second instance. At the same time,she also served as the Executive Secretary for fighting crimes that jeopardized the development of green energy industry with excellent results. All newly appointed officers here are expected to exert leadership talents of inheriting historical strength, inspiring future prospects, communication and coordination, which progressively brings the administrative enforcement authorities to perfection.

     In particular, Minister Tsai expressed gratitude and best wishes to the Deputy Director-General Wu and Director Hsu that are to be relieved from office. During his
tenure as the Director for Taoyuan and Taipei Branches, Deputy Director-General Wu was dedicated to duties and led the staff to achieve excellent performance in execution. After his promotion as Deputy Director-General of the Administrative Enforcement Agency, he assisted the Director-General in comprehensive management over various operations and implemented various major policies through the Agency. Director Hsu once led the Taichung Branch to work closely with the Taichung District Prosecutors Office to investigate the first case of supercars at discounted prices entrusted by the prosecutor’s office, which received extensive media coverage and revealed determination from the Ministry to implement the new confiscation system. With their experience as prosecutors,both Deputy Director-General Wu and Director Hsu actively promoted the administrative enforcement authorities to execute cases entrusted by the prosecutors, which fully exerted comprehensive effect from cooperation between the two systems.

     Minister Tsai acknowledged that the Administration Enforcement Agency had been established for almost 23 years up till now and the collection amount had exceeded
NT$640 billion. Such performance of excellence was the result from joint efforts by the Director-General, Directors and all staff. Minister Tsai expected each senior executive and director to be motivated in taking responsibility and leading by example. Instead of focusing on statistics only, various methods should be utilized, so that the general public may comprehend the significance of legal adherence. By maintaining a positive attitude and upholding the core value of "Justice and care" to strengthen the enforcement on debtor with large arrears, adequately apply the enforcement measures for installment payments,utilize other agencies and social resources with flexibility, as well as the collaboration between the public and private sectors, the general public facing difficulties may overcome the hardship together. With continuous application of innovative thinking and appropriate correspondences, all officers above should lead the staff to improve execution efficiency and service quality, as well as valuing external opinions and addressing requests from communities, which achieved the governance goals perceivable by the general public. Minister Tsai further expected all staff to establish correct mindsets, positive attitudes, decisive determination and identify appropriate practices.

     Director-General Huang Yu-Yuan proposed five major aspects of administrative execution as goals to encourage the enforcement teams under the Agency and each
Branch, which were: 1. Implementation of MOJ policies in technological manner by introducing AI digital governance to enhance the capacity of core activities. For example,the collaboration with Taiwan High Prosecutors Office to establish a balance inquiry system for financial account could save tremendous execution manpower and material,where resources could be focused on recovering from debtor with large arrears. 2. 

     Strengthening cross-connections between agencies by interfacing existing resources to improve execution efficiency. For example, printing the three-segment barcodes on payment notices provides convenience for the general public to make payments. 3.Implementation of major current policies for the nation with active project execution to address social dynamics (e.g., active execution of fines for traffic violations such as drunk driving and not yielding to pedestrians). 4. Demonstrate teamwork effectiveness of the MOJ by committed process on relevant punishment cases entrusted (e.g., cooperation with prosecuting agencies to investigate price change in items detained) 5. Active care for disadvantaged groups for building warm image of the enforcement authorities. By combining the five major aspects above, the core value of "Justice and care" from enforcement authorities can be implemented continuously.
