Heat Frenzy before the Dragon Boat Festival Acquired More than NT$122.67 Million in Auction Amount for the National Treasury

The Branches of the Administrative Enforcement Agency (AEA) of the Ministry of
Justice held joint auctions on the “first Tuesday” of every month, starting at “3 p.m.” on
June 4. As the Dragon Boat Festival was around the corner, enthusiasm among the visitors
at each Branch was high, and the total auction amount reached NT$122,676,161, which not
only solved the problems of debt arrears of the obligors, but also effectively increased the
revenue of the national treasury and created win-win benefits for both the country and the
citizens.
The total amount of real estate auctioned reached NT$117,426,599. The auction with
the highest amount and the most attention was the Taipei Branch's auction of a mansion
located in the Dazhi Redevelopment Zone of Taipei City, which was subject to auction due
to the fact that the company of the guarantor surnamed Chen failed to pay the debts such as
late payment of premiums of Labor Insurance and NHI. The mansion was adjacent to the
Miramar shopping area, the National Palace Museum, and Dazhi Riverside Park. The main
building and ancillary buildings covered a total area of 184.66 square meters. It was
designed based on a layout of 4 bedrooms, 2 living rooms and 2 bathrooms, and contained
2 parking spaces. During the third auction, the upset price dropped to NT$90 million, and
the final auction price was NT$93,111,111, which was NT$3.11 million higher than the
upset price. The New Taipei Branch auctioned a 42-year-old apartment located at
Zhongyang Road of Tucheng District, New Taipei City for NT$12,529,999. The apartment
was located in the busy and highly populated area of Tucheng, with a market downstairs
and less than 300 meters away from the Haishan Station of MRT, which was a highly valuemaintaining asset. In addition, the Pingtung Branch auctioned two parcels of construction
land located in the Xintian Section of Zhutian Township, Pingtung County, with complete
property rights and about 10-minute drive from the Linluo Interchange of National Highway
No.3. Since the "Pingtung Health Industrial Park" under development of the County
Government is also planned to be located in Zhutian Township, there would be beneficial
incentives such as long-term medical care and leisure care, and hence although there were
abandoned buildings on them, the two parcels of land were successfully auctioned for
NT$1.328 million, recovering 17 years of arrears for the government. Other branches also
auctioned various real properties in good conditions and ended the conclusion of the auction
with exceptional results.
The total amount of property auctioned reached NT$5,249,562. Among them, the
most eye-catching ones were no doubt the 2016 orange and black McLaren 570S Coupe
sports car and the 2011 black Porsche PANAMERA TURBO RV owned by an illegal waste
sludge removal company subject to joint auction by the Shilin District Prosecutors Office
and the Shilin Branch. These cars were majestic, luxurious, comfortable, and practical at
affordable prices, and auctioned for NT$4 million and NT$528,000, respectively. In
addition, the jurisdiction of the Chiayi Branch covers three counties and cities whose major
economic activities came from agriculture, respectively known as Chiayi County, Chiayi
City and Yunlin County. Many obligors within such jurisdiction produce their own crops or
sell related products. Due to the lack of marketing strategies, their income was not as good
as expected and they are unable to pay taxes. The Branch hence came up with a set of
localized administrative execution strategies, such as using Google Forms to establish an
online sales platform, with the Branch acting as the initiator of group buying to promote the
excellent products from local farmers to local agencies and groups. On the date of suction,
the Branch also set up a stall for the “Grand Sales of Local Farmers and Merchants” to
promote local products such as selected peanuts and crisp broad beans, which attracted
numerous visitors and made a total auction price of NT$16,200. Other properties auctioned
by the other Branches include several cars and motorcycles, computers, communication,
and consumer electronics, purses and handbags, and physical stock certificates.
