Corporate Integrity and Social Responsibility Forum on “The Cooperation of Administrative Enforcement, Integrity and Insurance to Reach Justice” to Establish a Heart-warming and Resilient Life Insurance Contract Enforcement Model via Public-Private Partnership

Based on the 2019 Tai-Kang-Da-Zi No. 897 ruling by the Civil
Grand Chamber of the Supreme Court, and in order to ensure fair and
reasonable enforcement of life insurance contracts, the Administrative
Enforcement Agency (AEA) of the Ministry of Justice actively
upholds the spirit of public-private partnership and cross-sector
cooperation, along with the Agency Against Corruption(AAC) of the
Ministry of Justice, the Insurance Bureau of the Financial Supervisory
Commission(FSC), the Life Insurance Business Association of the
Republic of China, 21 life insurance companies across Taiwan, and the
Transparency International Chinese Taipei and many other individuals
and organizations, and hold the Corporate Integrity and Social
Responsibility Forum on “The Cooperation of Administrative
Enforcement, Integrity and Insurance to Reach the Justice” at the Bo-
Ai Lecture Hall at the Taiwan High Prosecutors Office on July 30,
2024 with the aim of strengthening public-private sector exchanges,
reaching the consensus on integrity law enforcement, implementing
policyholders’ rights, and establishing a heart-warming and resilient
life insurance contract enforcement model.

The Forum kicked off with a speech by Shih-Chieh Huang, the
Political Deputy Minister of the Ministry of Justice, who thanked the
Life Insurance Business Association of the Republic of China for its
assistance in the enforcement of public sector works and recognized
the necessity of public-private partnership. Subsequently, Huo-Yen
Tsai, the Deputy Director of the Insurance Bureau of FSC, and Hui-
Yu Chen, the Chairman of the Life Insurance Business Association of
the Republic of China, delivered a speech, respectively, which
affirmed that cross-sector cooperation is able to help administrative
enforcement agencies improve life insurance contracts enforcement
operations. Group photos and integrity declarations were taken with
the co-organizers and guests. Then, Chung-Ta Han the Enforcement

Officer of the AEA and Yi-Hui Chin the Deputy Secretary-General of
the Life Insurance Business Association of the Republic of China gave
keynote speeches respectively titled “Cross-Sector Cooperation to
Create the Justice with a ‘Heart’ for Administrative Enforcement of
Life Insurance Contracts” and “Social Responsibility of Life
Insurance Companies- Policyholders’ Rights and Realization of Social
Justice”. Subsequently, Tzu-Chiang Yeh the Acting Director-General
of AEA presided over a comprehensive discussion, and invited Chih-
Yuan Sun the Chief Secretary of AAC, Huo-Yen Tsai the Deputy
Director of the Insurance Bureau of FSC, and Chun-Ming Chen the
Director of the Transparency International Chinese Taipei to discuss
on the topics covering “Corporate Competitiveness from the
Perspective of Corporate Responsibility,” “Care Measures Insurance
Sector to Implement for the Enforcement of Insurance Contracts and
the FSC's Response” and “Public-Private Partnership to Create a Win-
Win Situation.” The Forum successfully promoted lively exchanges
between participants on issues such as corporate integrity and social
responsibility, the realization of social fairness and justice, the stable
social function offered by life insurance contracts, and sustainable
development. The Forum successfully concluded by enhancing the
collaborative partnership between the public and private sectors,
improving life insurance contract enforcement measures, and realizing
the core values of justice and care.
