"The hand-over and oath ceremony Director-General of AEA" was held at 2:30 p.m.
on August 12 at the 9th floor of Neihu Building of the Ministry of Justice, where the Minister
of Justice Cheng, Ming-Chien supervised the hand-over and oath processes in person.
Political Deputy Minister Huang, Shi-Chieh, Administrative Deputy Minister Huang, MouHsin,
Acting Chief Secretary Wang, Yi-Wen, Prosecutor General Hsing, Tai-Zhao of the
Supreme Procurators Office, Chief Prosecutor Chu, Chia-Chi of the Kaohsiung Branch of
the Taiwan High Prosecutors Office, Chief Prosecutor Huang, Yu-Yuan of the Tainan Branch
of the Taiwan High Prosecutors Office, Chief Prosecutor Wang, Chun-Li of the Taiwan
Taipei District Prosecutors Office, Chief Prosecutor Yan, Nai-Wei of the Taiwan Shilin
District Prosecutors Office, Chief Prosecutor Yu, Li-Chen of the Taiwan New Taipei District
Prosecutors Office, Director Liu, Ying-Hsiu of the Department of Legal Affairs, and about
50 guests including heads of each AEA branch and colleagues of AEA attended the
ceremony.
After the hand-over and taking oaths between the Acting Director-General and the new
Director-General, the new Director-General Miao, Chuo-Ran delivered a speech to
express his gratitude to the Minister for his trust and entrustment. In the face of the
challenges of ever-changing technology and rapid social changes, Director-General
Miao proposed the five major strategies as the goals of the future efforts of enforcement
agencies:
1. Establishment of a clean and efficient team to lead the administrative enforcement team
to continue to perform duties in accordance with the principles of integrity and fairness,
and improve enforcement skills and work efficiency.
2. Efficiently utilize legal enforcement measures to effectively enforce projects with large
arrears- For obligors leaving large arrears with malicious intent, it is required to make
good use of coercive means such as restricting leaving the ROC or applying to the
court for arrest or collection, and continue to improve relevant enforcement skills so
as to block every loophole to be used by such obligors; as well as continuing to
strengthen the enforcement of fines exerted on driving under influence or drug abuse
to demonstrate the national public power. In cases where the procuratorate orders the
execution of the auction of seized or confiscated property, it is required to actively
cooperate with the enforcement.
3. Implement internal and external caring measures- Internally provide care for the physical
and mental health of colleagues and create a harmonious working environment; and
externally provide necessary assistance to disadvantaged obligors with installment
payment or referral to social welfare institutions.
4. Make good use of technology to improve administrative efficiency such as introducing
AI digital transformation, using technology to streamline case operation processes, and
improving diversified payment services, etc., to fully shape the professional,
innovative, and efficient image of the enforcement agency for the convenience of the
general public.
5. Strengthen horizontal connections to create a win-win situation- In the future, we will
strengthen horizontal connections with agencies affiliated with MOJ and each of the
referral agencies to improve administrative enforcement efficiency through resource
sharing.
By combining the five major aspects above, we continue to uphold the concepts of
"integrity, efficiency, caring, and innovation" and implement the core values of
"justice and caring" as an enforcement agency.
At his speech, the Minister recognized the enforcement achievement hitting the alltime new high,
especially enforcement against cases related to "epidemic prevention",
"African swine fever", "driving under influence", and "failure to yield to pedestrians" that
have attracted social attention in recent years, as well as the cases entrusted by the
procuratorate. The enforcement works are executed quickly and effectively with remarkable
results, and has been highly recognized by the Ministers of Executive Yuan and all sectors
of the general public. The Minister hoped that Director-General Miao will continue to
expand and improve the works of AEA and looked forward to the future upon taking office,
and shared the following aspects for encouragement:
1. Value teamwork and improve professional knowledge- Enforcement agencies are the last
mile to realize national public claims and ensure social fairness and justice. It is
expected that under the outstanding leadership of Director-General Miao, the principles
of administration according to law and teamwork will be implemented professionally.
2. Respond to media public opinions in a timely manner and strengthen policy promotionIt is
necessary to timely clarify false information from the general public, and continue
to adopt various emerging social platforms to widely publicize the promotion of policy
of the enforcement agencies.
3. Fulfill "justice" and "caring", and implement a combination of lenient and strict
enforcement, in which strong enforcement to be carried out against obligors leaving
large arrears with malicious intent, while lenient enforcement measures to be adopted
for disadvantaged obligors.
4. Interdisciplinary cooperation to jointly implement "anti-scam” programs- Combating
scam crimes is one of the important security focuses of the government at present. AEA
actively assists the procuratorate in handling the auction of seized property and
confiscated items with remarkable achievement, and it is expected to continue the
cooperation in the future.
5. Combine technology and innovation to improve the quality of services to the general
public- Director-General Miao is expected to continue the spirit of innovation and
change to continue to create more amazing innovations for AEA to improve the quality
of services to the general public.
6. Make good use of AI technology to effectively improve execution efficiency- With the
increasingly heavier workload, it is expected that AEA would make good use of AI
technology to improve enforcement efficiency and provide better services to the
general public.
Upon the closing of the ceremony, Minister Cheng visited all floors of the Neihu
Building to meet hard-working colleagues of each department and und unit, and learn
about their work status and physical health, and sincerely thanked each colleague for
their hard work and dedication, as well as reminding everyone to take appropriate rest
and stay healthy after busy work.
