High Prosecutors Office, Chief Prosecutor Nai-Wei Yen of the Shilin District Prosecutors
Office, Chief Prosecutor Li-Chen Yu of the New Taipei District Prosecutors Office,
Director-General Kuan-Jen Hou of the Institute of Forensic Medicine, Director-General
Hui-Huang Chou of Agency of Corrections, Head Ying-Hsiu Liu of the Department of Legal
Affairs and about 100 guests including heads and colleagues of AEA attended the ceremony.
There were 2 new senior officer and 6 new directors who underwent hand-over and
oath in the ceremony. As for the newly-appointed senior officers, Chin-Feng Wang, the
former head of the Hualien Branch, took over as the leader of the General Planning Section
of AEA, and Ming-Wan Chien, the former Prosecutor of the Taiwan Taoyuan District
Prosecutors Office, took over as the leader of the Case Review Section of AEA. The new
(dispatched) heads of the six branches are as follows: Huai-Lien Chou as the head of the
Taipei Branch, Kuang-Li Wu as the head of the Shilin Branch, Chun-Cheng Ting as the head
of Taoyuan Branch, Kuei-Fen Li as the head of Hsinchu Branch, Enforcement Officer ShuChin
Shih as the head of Hualien Branch, and Enforcement Officer Hsing-Min Chen as the
head of the Yilan Branch.
First of all, Minister Cheng congratulated and blessed the newly appointed three heads
of branches and two Directors of AEA. Kuei-Fen Li, the newly appointed head of the
Hsinchu Branch, previously served as the enforcement officer and chief enforcement officer
of the Hsinchu Branch, the chief enforcement officer of the Taipei Branch and the head of
the General Planning Section of AEA. From the enforcement branches to AEA, she has
achieved comprehensive experience and excellent performance. Hsing-Min Chen, the
newly appointed head of the Yilan Branch, has served as Head Prosecutor of the Taichung
Prosecutors Office, and prosecutor of the Taiwan High Prosecutors Office and the Taichung
Branch of the Taiwan High Prosecutors Office. During his tenure as prosecutor, the Branch
head Chen handled cases conscientiously, and assisted in the research and development of
the proposal for "digitization of court files for prosecutors" and received an honorary award
approved by the Executive Yuan. He was also awarded a medal for outstanding legal affairs
work performance. Shu-Chin Shih, the newly appointed head of the Hualien Branch, had
the experience of serving as the administrative enforcement officer of AEA, and was later
promoted to the chief administrative enforcement officer of the Taoyuan Branch and the
New Taipei Branch and the senior administrative enforcement officer of AEA. Branch head
Shih never hesitated to take up tasks during the term of office as chief administrative
enforcement officer. During the service at AEA, she edited the AEA World and handled
various tasks affairs with full efforts. The newly appointed leader of the General Planning
Section, Chin-Feng Wang, previously served as the administrative enforcement officer of
AEA, and was transferred to the Department of Legal Affairs of the Ministry of Justice. He
has successively served as the chief administrative enforcement officer of the Taoyuan
Branch and the New Taipei Branch, the senior administrative enforcement officer of AEA,
and the head of the Hualien Branch. During his tenure as the head of Hualien Branch, Leader
Wang pioneered the aerial photography of real estate foreclosure, handled the cross-regional
"Huadong Valley Vehicle Tracking Project", and actively promoted technological
enforcement and interdisciplinary cooperation with great achievements. Ming-Wan Chien,
the newly-appointed leader of the Case Review Section, has served as the prosecutor in the
Taoyuan and Taipei District Prosecutors Offices and took her jobs seriously, and has been
awarded medals of legal affairs for her excellent work. All newly appointed heads and
officers here are expected to exert leadership talents of inheriting historical strength,
inspiring future prospects, communication and coordination, which progressively brings the
administrative enforcement authorities to perfection.
Minister Cheng paid special tribute to branch heads YANG, HSIU-CHIN and LI, HUIJU who were
about to resign. Branch head Yang led the teams of the New Taipei Branch
and the Taipei Branch to achieve outstanding enforcement performance and won the Golden
File Award. Branch head Li led the Hsinchu Branch and Taoyuan Branch and achieved
remarkable results in handling both administrative enforcement tasks and entrusted orders
from the prosecutorial agencies. With their experience as prosecutors, both heads of
branches actively implemented national policy on fighting against crimes involving fraud,
and promoted the administrative enforcement authorities to execute cases entrusted by the
prosecutors, which fully exerted comprehensive effect from cooperation between the two
systems. The Minister thanked branch heads Yang and Li for their contributions to AEA,
and believed that both would return to the prosecution units with substantial experience and
good memories.
Minister Cheng also expressed his affirmation and expectations to the newly appointed
head Chou of the Taipei Branch, head Wu of the Shilin Branch and head Ting of the Taoyuan
Branch, who respectively during their tenure in the Shilin Branch, the Yilan Branch and the
Hsinchu Branch, led their colleagues to actively implement various important policies of
AEA and adopted diverse of enforcement methods to realize the public powers of the
government and achieved outstanding results. It is expected that the three branch heads will
bring innovation and vitality to the teams with their experience and achievements from the
branches where they previously worked.
Since its establishment, in addition to the outstanding execution results, Director Miao
has required the colleagues of AEA to more actively implement the major policies and
cooperate with the Ministry to strictly fight against severe crimes involving criminal
syndicates, finance, weaponry, drugs, fraud, obstruction against green energy and national
land; cases that have been referred for enforcement shall be listed as the primary targets of
enforcement and make full use of the enforcement methods provided by various laws and
regulations, such as restrictions on leaving the country, sumptuary orders, or applying to the
court for warrant of arrest and custody. For the enforcement of emerging assets such as
virtual currencies, as well as driving under influence, and fines against drugs and any other
projects against related crimes, it would be required to continue to improve the effectiveness
of tracing and enforcement, so that offenders will not be able to evade and victims could
receive immediate compensation to maintain social order and the safety of the general public,
demonstrating the public power of the country. Minister Cheng further recognized such
statement.
Moreover, Minister Cheng also recognized the excellent performance of AEA in
promoting "technological approach of fighting crimes", including the use of advanced
technologies such as big data and VR equipment to analyze characteristics of cases and
improve enforcement effectiveness. The government is also currently planning to introduce
and adopt AI technology to implement various facilitation measures for the general public
and mitigate the workloads of colleagues, so as to achieve the policy goal of "simplifying
administration and providing convenience to the public".
Minister Cheng expected that all senior officers and branch heads, under the excellent
leadership of Director-General Miao, to achieve the following goals, namely: 1. Establish a
dense anti-fraud network; 2. Adopt the innovative spirit and make good use of new
technologies such as AI; 3. Adhere to the principles of administration according to law and
the core value of "justice and caring", and strengthen the enforcement against obligors with
large arrears; 4. Promote a warm and reasonable judiciary, and continue to care for
disadvantaged people; and 5. Respond to mass media and general public opinions in a timely
manner and strengthen policy propaganda. The outstanding performance of AEA has been
significant. In response to new challenges, it is hoped that all colleagues will continue to
handle various tasks in a professional manner without the expense of a warm heart, so as to
make the society more resilient and people’s lives even better!
