The Groundbreaking Official “Double 11 Sale” with the First Nationwide Joint Auction of “5A7S” to Auction Luxury Watches, Sports Cars, Virtual Currencies, Golds, Diggers and Ships

The Administrative Enforcement Agency of the Ministry of Justice for the purpose
of implementing the Executive Yuan’s “Five Against and Seven Safety” (Five Against
stands for actions against crime syndicates, financial crimes, illegal weaponry, illegal
drugs, and scams; and Seven Safety stands for safety of public security, food safety, traffic
safety, industrial safety, campus safety, residential safety, and information security)", in
addition to strengthening the seizure of enforceable property of obligors, AEA also
proactively assisted the procuratorates in handling the auctions of seized and confiscated
items, it took advantage of the Double 11 shopping season with high popularity among
Taiwanese consumers and organized and held the first Joint Auction of “5A7S”on
Monday, November 11, 2024 with the 13 branches across Taiwan. On that day, 5 luxury
watches (1 Audemars Piguet and 4 Rolex) and more than 40 luxury cars (including 1
McLaren, 4 Porsche, 2 Mercedes-Benz, and 8 BMWs, etc.), virtual currency, gold
jewelry worth millions, diggers, ships and nearly 600 pieces of real properties were
available for the general public to bid or purchase (each of auctioned items and the
auction time and location shall be subject to the official announcement of each
branch). If the items entrusted by procuratorates can be successfully auctioned for
satisfactory prices, it would effectively increase the chances of crime victims being
compensated in the future, as well as demonstrating the Ministry of Justice's commitment
to combating severe crimes and attaching importance to flexible justice.
The most high-profile auction event of the Joint Auction of “5A7S”came from the
scam case of “Taiwanese Swindler Case: investigated by the Taipei District Prosecutors
Office, in which illegal syndicate colluded with lawyers, village chiefs, police officers,
household registration personnel and land administration agents to abuse the fact of no
heirs to the real estate of people living alone, and fabricated fake wills to apply for
inheritance of their real properties, plundering hundreds of millions of money, which
resonated the plot of the Japanese TV drama "Tokyo Swindlers". In this case, one
Audemars Piguet and three Rolex watches owned by the defendant surnamed Wang were
seized and auctioned by the Taoyuan Branch. The real properties located in Banqiao
District registered under the name of the defendant surnamed Wang was auctioned by the
New Taipei Branch. In addition, the following items were also highly attractive during the
auction:
1. The Taipei Branch on that date was entrusted by the Taipei District Prosecutors
Office to auction a Porsche (manufactured in 2018) and a Mercedes-Benz
(manufactured in 2014) owned by a person surnamed Wang who pretended to be
the staff from an investment consultancy company to scam victims into investing in
unlisted stocks of companies of biotech, precision machinery and AI industries. In
addition, 13,607 bottles of "Kaoliang liquor for Foundation of Chaominggong
Temple" produced by the Kinmen Royal Liquor Co., Ltd. seized by the Taipei
Branch due to tax arrears would also be available for public bidding on that date.
2. The Shilin Branch was entrusted by the Miaoli District Prosecutors
OfficeProsecutors Office to auction the 8 connected commercial office buildings of
"Antai Dengfeng” located at the opposite side of Hongshulin Station, which was
owned by the responsible person surnamed Huang, who self-proclaimed "Tairen
spiritual mentor” as the "Tairen Spiritual Mentor" in relation to the Hongfuhai
Group engaging in the money scam case. The Branch was also entrusted by the
Shilin District Prosecutors OfficeProsecutors Office to auction high-quality long
wallet and jewelry seized from theft case. In addition, the Lianjiang Office of the
Branch was entrusted by the Lianjiang District Prosecutors OfficeProsecutors
Office to auction three ships seized from the cases of trespass fishing or
smuggling.
3. On the same day, the New Taipei Branch, in addition to the auctioning the real
properties located in Banqiao District seized from the "Taiwanese Swindler Case",
was also entrusted by the Taipei District Prosecutors OfficeProsecutors Office and
the New Taipei District Prosecutors OfficeProsecutors Office to auction a Porsche
(manufactured in 2022), JEEP Wrangler Rubicon 392 (manufactured in 2021), 2
BMWs (manufactured respectively in 2021 and 2015) and a VOLVO
(manufactured in 2011) seized from the scam case.
4. On the same day, the Taoyuan Branch not only auctioned the luxury watches seized
from the "Taiwanese Swindlers Case", but was also entrusted by the Taoyuan
District Prosecutors OfficeProsecutors Office to auction the Porsche
(manufactured in 2015) and Mercedes-Benz (manufactured in 2016) vehicles and
the 729 USDT seized from the scam cases. In addition, the obligor surnamed Chen
brought gold jewelry exceeding the tax-free threshold abroad without declaring it,
which was found by customs and seized by the Taoyuan Branch for violating the
Money Laundering Control Act. Such two pieces of gold jewelry would also be
available for public bidding on the such date, of which one was in the shape of the
BMW logo and the other in a Disney character. The net weight for either price was
0.52 kilograms, and the roughly-estimated value exceeded NT$ one million.
5. The Hsinchu Branch auctioned vehicles of BMW (manufactured in 2011) and
TOYOTA (manufactured in 2015) owned by the obligors responsible for violating
traffic regulations on that date. There were also cordless vacuum cleaners, mobile
phones and indigenous-style handmade bags for the general public to bid on.
6. The Taichung Branch on that date was entrusted by the Taichung District
Prosecutors OfficeProsecutors Office to auction 57,186.515 USDT and BMW
vehicle (manufactured in 2017) seized from the scam case. In addition, several cars
(TOYOTA, Kuozui, and Suzuki, etc.) and motorcycles (Kymco and Yamaha, etc.)
were also be available for bidding on that date.
7. The Changhua Branch on that date was entrusted by the Changhua District
Prosecutors OfficeProsecutors Office to auction three diggers seized from the cases
of violation of the Waste Disposal Act, and to the BMW vehicle (manufactured in
2019) seized from the case of gang robbery. In addition, several cars (NISSAN,
Kuozui, and Suzuki, etc.) and motorcycles (Kymco and Yamaha, etc.) were also be
available for bidding on that date.
8. The Chiayi Branch on that date was entrusted by the Chiayi District Prosecutors
OfficeProsecutors Office to auction the BMW vehicle (manufactured in 2018)
seized from the case of kidnapping for ransom. In addition, several cars (Kuozui,
CMC, and Ford, etc.), rare baseball cards and basketball cards, and even a card
autographed by Sadaharu Oh the "World King of Home Run” were all available
for bidding on that date.
9. The Tainan Branch was entrusted by the Tainan District Prosecutors Office to
auction the seized 5 tractors for business purpose, 1 tractor for private use,
5 semitrailers for business purpose, 1 semi-trailer for private use, and 2 diggers of the
illegal syndicate violating the Waste Disposal Act at the storage yard behind the
North District Cleaning Taskforce of Environmental Protection Bureau of Tainan
City Government (No. 71, Section 3, Bentian Road, Annan District, Tainan City)
on that date.
10. The Kaohsiung Branch on that date was entrusted by the Kaohsiung District
Prosecutors Office to auction luxury cars including McLaren (manufactured in
2016), Porsche (manufactured in 2023), and BMW (manufactured in 2022) seized
from the scam case. The Branch was also entrusted by the Tainan District
Prosecutors Office to auction the fishing boat utilized for drug smuggling, as well
as the general cargo vessel seized by the Kaohsiung Prosecutors Office for illegal
transportation and smuggling by the human trafficking ring. In addition, several
motorcycles (Kymco and Yamaha, etc.) were also be available for bidding on that
date.
11. In addition to several cars and motorcycles available for bidding by the Pingtung
Branch that date, there were also 36 pieces of bone china gooseneck kettles seized
from a company violating Plant Protection and Quarantine Act.
12. The Hualien Branch was on that date entrusted by the Hualien District Prosecutors
Office to auction the Ford car seized by the court from the case of illegally
harvesting wild stout camphor fungus at the Hualien County Storage Yard for
Vehicles Obstructing Traffic (No. 27, Minquan 8th Street, Hualien City, Hualien
County), as well as the BMW car (manufactured in 2010) owned by the obligor
violating traffic rules. For some of the real properties auctioned that date, the
Hualien Branch also deployed "drones" to provide aerial real-time videos, allowing
the general public to overlook the auctioned items and the surrounding environment
from various angles in the air as a reference for whether to make their bid,
demonstrating the use of technology to improve auctions transparency.
13. The Yilan Branch on that date auctioned a Nissan car (manufactured in 2022) owned
by the obligor refusing to pay the transaction tax arising from real estate
speculation, as well as a large-sized bus owned by the obligor violating traffic
rules. There were also TV sets, refrigerators, wine, tea dryers and other items for
the general public to bid on.
AEA urged the general public not to take chances and engage in illegal and criminal
activities. AEA will continue to actively assist the procuratorates in handling the auction
of seized items to improve the efficiency of seizure and protect the rights and interests of
the general public, as well as enhancing the enforcement of relevant administrative
enforcement cases in terms of the "5A7S" policy, assist the procuratorates in busting
major crimes such as crimes of syndicates, finance, weaponry, drugs, and scam, etc., and
cooperate with the procuratorates to protect public security, food safety, traffic safety,
industrial safety, campus safety, residential safety, and information security.
