A Total of More than NT$200M from the AEA Nationwide Joint Auction of “5A7S”! Demonstrating the Cross-agency Cooperation to Combat Crime and Protect the Rights and Interests of Victims

The Administrative Enforcement Agency of the Ministry of Justice (AEA) for the
purpose of implementing the Executive Yuan’s “Five Against and Seven Safety” (Five
Against stands for actions against crime syndicates, financial crimes, illegal weaponry,
illegal drugs, and scams; and Seven Safety stands for safety of public security, food safety,
traffic safety, industrial safety, campus safety, residential safety, and information
security)”, as well as assisting the procuratorates in handling the auctions of seized and
confiscated items, took advantage of the Double 11 shopping season with high popularity
among Taiwanese consumers and organized and held the first Joint Auction of “5A7S”on
Monday, November 11, 2024 with the 13 branches across Taiwan, reaching a total
auction amount of more than NT$207.56 million. Deputy Minister Hsi-hsiang Hsu of
the Ministry of Justice attended AEA’s “Five Against and Seven Safety- Protecting a
Just and Sustainable Taiwan” joint announcement event held at the Taoyuan Branch on
the same date of the auction. During the speech, he said that he was very happy to see that
the prosecutorates and administrative enforcement agencies, which both affiliated to the
Ministry of Justice system, could jointly implement the “5A7S” policy formulated by the
Executive Yuan and the Ministry of Justice, and expected that both sides can continue to
demonstrate the synergy of cross-agency cooperation to combat crime and safeguard the
rights and interests of the general public. Once the auction of each of the items can be
successfully achieved, it will effectively increase the possibility of victims of criminal
cases being compensated, demonstrating the Ministry of Justice’s policy objectives of
combating major crimes and the focus on flexible justice.
The auction handled by the Taoyuan Branch during the Joint Auction of
“5A7S”was the scam case of “Taiwanese Swindler Case” investigated by the Taipei
District Prosecutors’ Office, in which illegal syndicate colluded with lawyers, village
chiefs, police officers, household registration personnel and land administration agents to
abuse the fact of no heirs to the real estate of people living alone, and fabricated fake wills
to apply for inheritance of their real properties, plundering hundreds of millions of money,
which resonated the plot of the Japanese TV drama “Tokyo Swindlers”. One Audemars
Piguet watch and three Rolex watches owned by the defendant surnamed Wang were
seized in this case and auctioned by the Taoyuan Branch. All were successfully
auctioned on the auction day. Among them, the Audemars Piguet watch with the
highest auction price reached NT$1.41 million, and the other three Rolex watches
were auctioned for NT$680,000, 550,000, and 415,000 respectively. On that date, the
Taoyuan Branch also auctioned a Porsche sports car (manufactured in 2015) seized by the
Taoyuan District Prosecutors’ Office from the scam case for NT$2.1 million, and two
items of gold jewelry seized from the case of violation of the Money Laundering
Control Act for NT$1.46 million and NT$1.402,000, respectively, a CMC vehicle
(manufactured in 2022) seized due to tax arrears for NT$558,000, and 729 USDT seized
by the Taoyuan District Prosecutors’ Office from the scam case for NT$23,000.
The real properties with the highest auction price came from the land in the
Linnei Section of Niaosong District seized by the Kaohsiung District Prosecutors’
Office from the scam syndicate “XXX Mutual Aid Association”, in which seven
parcels of land were auctioned for an amount of NT$108.82 million. The auctioned
item was originally registered as owned by an investment and development company. The
company’s shareholders first recruited members by establishing the “XXX Mutual Aid
Association” and illegally collect money. They then used the illicit proceeds to further
collect money illegally to establish a company and use illicit proceeds to purchase real
properties registered under the company’s name or deposited it into the bank account
under the company’s name. There were more than 2,000 victims in the case, and the
proceeds from the auction would greatly increase the possibility of compensation for the
victims! On that date, the Kaohsiung Branch auctioned the general cargo vessel “Ying
Long” seized by the Kaohsiung District Prosecutors’ Office from transnational drug
trafficking case for NT$6,675,000, and a Porsche (manufactured in 2023) and a BMW
(manufactured in 2022) seized by the Kaohsiung District Prosecutors’ Office from the
scam case for NT$3,005,000 of each, as well as the other 6 motorcycles.
Other Branches also auctioned several eye-catching items under the enthusiastic
bidding of the visitors participating in the bidding. For example, the Taipei Branch
auctioned a Porsche (manufactured in 2018) and a Mercedes-Benz (manufactured in
2014) seized by the Taipei District Prosecutors’ Office from the scam case for NT$1.7
million and NT$510,000, respectively. The New Taipei Branch auctioned a BMW car
(manufactured in 2021) seized by the Taipei District Prosecutors’ Office from the scam
case for NT$1.72 million. The Taichung Branch auctioned 57,186,515 USDT seized by
the Taichung District Prosecutors’ Office from the scam case for NT$1.675 million. In
addition, the Shilin Branch under the entrustment of the Lianjiang District Prosecutors’
Office auctioned three ships seized by the court for illegal cross-border fishing or
smuggling. The Changhua Branch Office under the entrustment of the Changhua District
Prosecutors’ Office auctioned a digger seized for violating the Waste Disposal Act, the
Chiayi Branch under the entrustment of the Chiayi District Prosecutors’ Office auctioned
a seized BMW (manufactured in 2018) from the case of kidnapping and ransom. The
Tainan Branch under the entrustment of the Tainan District Prosecutors’ Office auctioned
2 seized semi-trailers due to violations of the Waste Disposal Act. The Hualien Branch
under the entrustment of the Hualien District Prosecutors’ Office auctioned Ford car
seized by the court due to illegal harvesting of wild stout camphor fungus, all of which
were successfully auctioned on that date.
AEA urged the general public not to take chances and engage in illegal and criminal
activities. AEA will continue to actively assist the procuratorates in handling the auction
of seized items to improve the efficiency of seizure and protect the rights and interests of
the general public, as well as enhancing the enforcement of relevant administrative
enforcement cases in terms of the “5A7S” policy, assist the procuratorates in busting
major crimes such as crimes of syndicates, finance, weaponry, drugs, and scam, etc., and
cooperate with the procuratorates to protect public security, food safety, traffic safety,
industrial safety, campus safety, residential safety, and information security.

procuratorated and administrative enforcement agencies to work together to implement
the “5A7S” policy.

which both affiliated to the Ministry of Justice system, could jointly implement the “5A7S”

auction to combat crime and protect the rights and interests of the general public.

The Taoyuan Branch under the entrustment of the Taipei District Prosecutors’ Office
auctioned an Audemars Piguet watch and three Rolex watches seized from the scam case
of “Taiwanese Swindlers” at NT$1.41 million, NT$680,000, NT$550,000, and
NT$415,000 respectively.
The auction held by the Taipei Branch Office was bustling with crowds of people, and a
Porsche (manufactured in 2018) and a Mercedes-Benz (manufactured in 2014) seized by
the Taipei District Prosecutors’ Office from the scam case were auctioned for NT$1.7
million and NT$510,000, respectively.
