“Academic Seminar on AI Technology Application, Legal Risks and Administrative Execution” A Grand Gathering for Academic and Practical Circles to Build Taiwan’s “Artificial Intelligence Island”

The Administrative Enforcement Agency of the Ministry of Justice (AEA) held
the “Academic Seminar on AI Technology Application, Legal Risks and
Administrative Execution” at Asia University, Taiwan on November 29, which
was chaired by Shih-Chieh Huang the Deputy Minister of the Ministry of Justice,
Shian-Shyong Tseng the Vice President of Asia University, Taiwan, and MaoLin
Shih the Honorary Chair Professor of the Department of Financial and
Economic Law of Asia University, Taiwan, who also gave speeches at the
opening ceremony. With the rapid development of artificial intelligence (AI)
technology, its application is becoming more and more widespread in all walks
of life. The administrative efficiency for the huge caseloads of administrative
enforcement works will definitely be improved if AI technology is introduced,
and it would be required to take into account the management and control of
legal risks during such introduction process. With the rapid change of the modern
society, in order to cope with new challenges, people will always have to step
out of their comfort zones and look for opportunities for horizontal cooperation,
including not only between agencies, but also interdisciplinary integration in
academic and practical circles. With the in-depth discussion of topics of today's
seminar, interdisciplinary ideas could be sparked, which would improve the
service efficiency and decision-making accuracy of the public sector, and
contribute to the promotion of government digitalization.
In his speech, Shih-Chieh Huang the Deputy Minister of the Ministry of
Justice, said that today's international exchanges are becoming more and more
frequent, and people are facing more rigorous challenges. Therefore, how to
utilize artificial intelligence to prevent and control such challenges would be the
difficult tasks that need to be solved urgently. After taking office, the new
Cabinet of the Executive Yuan actively introduced AI technology, which has
been widely adopted by traditional industries and small and medium-sized
enterprises, in the midst of difficulties of declining birthrate and labor shortage
with the hope of improving administrative efficiency of MOJ units based on the
application experience of industries using AI. However, the vigorous
development of AI technology may also come with the risk of infringement of
people's rights and interests. Hence, how to avoid out-of-control technological
development in a legal approach would also be one of the crucial issues at present.
In order to mitigate the impact that AI may exert, the new government is actively
promoting “Basic Act on Artificial Intelligence” to find the silver lining in every
crisis. The Administrative Enforcement Agency (AEA) is a dynamic and
creative team. The pace of digital transformation has never ceased to progress,
and it is expected that AEA can continue to work diligently, collect valuable
opinions from all walks of life, use AI to simplify business processes, reduce the
working burden of staff, and improve administrative efficiency to achieve
fairness in law enforcement and lay a solid foundation for moving towards the
next peak.
Chuo-Ran Miao the Director-General of AEA mentioned in a keynote
speech on “Empowering New Innovation and Keeping Up with the TrendsInnovative
Strategies of AEA” that AEA has introduced the concept of corporate
management to streamline manpower management for huge caseload with the
gradual introduction of various specific innovations in administrative
enforcement works in a digital manner, such as virtual account payment,
digitization of documents, digitization of vehicle searching, technology of
foreclosure, and virtual reality, etc., resulting in significant achievements. By
organizing the seminar, it is expected that more innovative actions in the works
of AEA would be inspired, and continue to make improvement and reach greater
results.
The seminar has brought together experts and scholars who are specialized
in modern AI issues in both academic and practical circles to participate in the
event and have in-depth conversations to inspire each other with different
viewpoints, and provide more insights for the application of AI technology from
multiple perspectives. Pragmatic innovation strategies shall be one of the focus
in terms of risk management and control during the introduction process to
protect people's rights and interests. It is expected that with this seminar can the
government invest more efforts in implementing President LAI's vision of
deepening the utilization of AI technology and building Taiwan as an “artificial
intelligence island”.
