The various branches of the Administrative Enforcement
Agency of the Ministry of Justice (AEA) held the joint auction held
on the “first” “Tuesday” of every month, starting at “3” p.m. on
January 7, 2025, where each branch brought out a variety of
“treasures” for the general public to bid on at the start of a new year.
Despite the cold weather, the auction site of each branch was full of
enthusiastic visitors, with the total auction amount as high as
NT$193,439,342.
The income from the auction of real estate (including
those accepted by the creditors) reached NT$190,168,324. The
highest amount came from the auction of 1th Subsection of
jointly-owned land in Ruian Section of Da'an District, Taipei
City auctioned by the Taipei Branch, which was transferred to
the National Taxation Bureau of Taipei, Ministry of Finance for
an upset price of NT$83.7 million. The obligor of the case who
owed for overdue inheritance tax of more than NT$200 million was
listed as a "major debtor” by AEA. The land was previously subject
to a high-value mortgage, which prevented the auction process from
proceeding smoothly. The Taipei Branch actively coordinated with
the agency to transfer the land to confirm that the debt secured by
the mortgage did not exist and won the lawsuit. After the mortgage
was canceled, it became the fourth auction of the current round.
The referring authority declared that it would accept the land at the
upset price for covering the debt, which fully demonstrated the
cooperation between the enforcement authority and the referring
authority in terms of determination to secure national creditor’s
rights. The second highest amount came from the auction of a
four-story building and its base located in Section 3, Beitun
District, Taichung City, by the Taichung Branch for
NT$17,520,998. In addition to the debts on the basis of public laws
such as the arrears of income tax, vehicle license tax, NHI
premiums, labor insurance premiums, vehicle’s fuel fee, freeway
tolls and dozens of traffic tickets, the obligor of the case also owes
other debts from private laws. It was the third auction of the item,
and it was successfully auctioned off for NT$17,520,998. Other
branches have also sold several high-quality real properties.
There were also several items offered during the joint
auction under the entrustment of the prosecution authorities,
and the item with the highest auction price came from the land
in the Linnei Section of Niaosong District seized by the
Kaohsiung District Prosecutors Office from the scam syndicate
"XXX Mutual Aid Association", in which two parcels of land
were auctioned for a total of NT$14.388 million. The auctioned
item was originally registered as owned by an investment and
development company. The company's shareholders first recruited
members by establishing the "XXX Mutual Aid Association" and
illegally collect money. They then used the illicit proceeds to
further collect money illegally to establish a company and use illicit
proceeds to accept real properties registered under the company's
name or deposited it into the bank account under the company’s
name. There were more than 2,000 victims in the case, and it was
the third auction for the item whose the proceeds from the auction
would greatly increase the possibility of compensation for the
victims. In addition, the Taichung Branch was entrusted by the
Taichung District Prosecutors Office to auction more than 38,576
USDT coins from a fraud case under investigation. The total
amount auctioned was NT$1,253,000, demonstrating the
determination of the enforcement authority and the procurators to
join forces to combat fraud. On the same day, the Changhua Branch
under the entrustment of the Changhua District Prosecutors Office
auctioned a BMW car without license plates and a digger for
NT$173,000 and NT$140,000 respectively.
