The Administrative Enforcement Agency of the Ministry of Justice holds a nationwide
joint auction held on the “first” “Tuesday” of every month, starting at “3” p.m. On February
4, which attracted enthusiastic bidding on site and the total auction amount reached
NT$267,342,502, which has all been contributed to the national treasury. There were diverse
items for the auction, including houses, land, vehicles, physical stock certificates, artworks
and various daily necessities, attracting a large number of people to participate in the bidding
enthusiastically. In addition, the branches also fully cooperated with the prosecutors’ offices
in the disposal of illicit proceeds generated from criminal activities, giving full play to
horizontal collaboration between the prosecution units and the administrative enforcement
agencies, improving the efficiency of handling evidence of stolen items, demonstrating the
government's determination to implement public power and enforce the law vigorously, and
creating multiple positive benefits for the country.
The total bid amount of real properties reached NT$262,897,364. The highest auction
amount was from the Kaohsiung Branch, which was NT$180.48 million for an incomplete
resort complex on Guanyin Mountain in Dashe District of Kaohsiung City that had been
abandoned for nearly 20 years. The building has 12 floors and was originally planned to
have facilities such as a swimming pool, a large restaurant and a movie theater. However, it
had been idle for a long time due to disputes such as illegal reconstruction and unpaid project

fees, resulting in multiple failed bids. And this time, it was finally successfully auctioned,
bringing new opportunities for the subsequent development of such property. The Changhua
Branch auctioned the land of an obligor (which was an ancestor worship guild) in the Yimin
Section of Puxin Township, Changhua County for NT$38.26 million. The Hsinchu Branch
auctioned 3 parcels of land in Hukou Township, Hsinchu County for NT$19.8 million. The
Chiayi Branch auctioned 10 pieces of properties on Zhishan Street, Sihu Township, Yunlin
County for NT$12,357,000. The Taoyuan Branch auctioned 2 buildings located on Yuren
Street, Taoyuan District, Taoyuan City. The buildings are close to major roads such as
Zhongshan Road and Fuxing Road, with convenient transportation features and good
location advantages. The upset price for each building was only NT$1 million. Before the
auction, many people called to inquire and express their willingness to make the purchase,
and in the end, both were auctioned for a total of NT$3,698,576. Other branches have also
sold several high-quality real properties.
The total amount of property auctioned reached NT$4,445,138. Among them, for
the Taipei Branch, an obligor surnamed Yang who owned large amount of arrears sold
unlisted stocks in 1995 for a total of NT$180 million but owed more than NT$23.14 million
in taxes and was referred for enforcement. During the auction of this time, the Taipei Branch
successfully auctioned the right to use Yang's 240 wall niches at the Beihai columbarium
for NT$3.425 million. For the Taichung Branch, an obligor was referred to enforcement for
failing to pay the penalty of NT$53.05 million for breach of contract with the Transportation
Bureau of the Taichung City Government. Since the batteries of the electric buses seized in
October last year spontaneously combusted, the Taichung Branch specifically noted the risk
of spontaneous combustion, making them the rare items of auction. This was the second
auction, and the 12 electric buses were successfully auctioned for NT$322,000.
The joint auction is regularly held on the “first” “Tuesday” of every month, starting at “3”
