AEA held the graduation ceremony for the 17th training class of administrative enforcement officers and the opening ceremony for the 18th training class of administrative enforcement officers

The Administrative Enforcement Agency (AEA) held the opening ceremony of
the “graduation ceremony for the 17th training class of administrative enforcement
officers and the opening ceremony for the 18th training class of administrative
enforcement officers” in the conference room on the 2nd floor of the Ministry of
Justice building at 10:00 a.m. on March 3 (Monday), 2025. Minister Ming-Chien
Cheng of the Ministry of Justice was invited to deliver a speech and give the
certificates of achievement for the trainees of the 17th session as well as the trainee
Ids for those in the 18th session. And several distinguished guests, including Deputy
Minister Hsi-Hsiang Hsu, Deputy Minister Shih-Chieh Huang, Deputy Minister MouHsin Huang, and Director of The Department of Legal Affairs Ying-Hsiu Liu attended
the ceremony that was simple yet grand.
In his speech, Minister Cheng first congratulated the administrative enforcement
officers of the 17th session on their successful completion of training, and welcomed
the trainees of the 18th session to on-board the Ministry of Justice's Administrative
Enforcement Team. He also mentioned that AEA has always been a very fresh and
transparent agency, which deserves recognition and praise in terms of the workplace
environment and overall performance. The training for new administrative
enforcement officers would last for 1 year. The number of trainees in each session is
quite few. There were only 5 trainees in the 17th session, and only 3 for the 18th in
2025. Each trainee has to pass a highly competitive exam to seize the opportunity to
participate in the training program. AEA adheres to the role of cultivating outstanding
talents for Taiwan, fully provides all the resources required during the training,
arranges a variety of courses on professional and practical issues, invites lecturers
with rich experience, and assigns outstanding chief administrative enforcement
officers or administrative enforcement officers to serve as mentors during the practical
training period to pass on their valuable enforcement experience. In addition, in order
to implement resource sharing among government agencies, part of the training is
incorporated into the legal affairs staff training program of the Academy for the
Judiciary and the financial affairs staff program of the Training Institute of the
Ministry of Finance to allow all the trainees to learn and study together, making full
use of various cross-agency teaching resources and communicating with each other,
so that trainees can quickly become proficient after officially on-boarding their
positions in the future.
Minister Cheng also mentioned that after the trainees of the 17th session
complete their training, they will soon be positioned at the front lines of enforcement
works, including implementing robust enforcement against obligors owing large
arrears and cooperating with the government’s “anti-fraud” policy to dispose of the
illicit proceeds of fraud syndicates as the last mile to achieve fairness and justice. At
the same time, they will demonstrate flexible justice to vulnerable obligors and give
them appropriate treatment. He hoped that the trainees will be able to uphold fairness
and justice, administer according to laws, demonstrate their professionalism, and
serve the country and the general public wholeheartedly in their future enforcement
works. It was also the day the trainees of the 18th session officially joined the training
session, whose future training covered a wide range of courses including legal
knowledge, enforcement practices, and field studies at agencies. Every trainee was
expected to cherish the training opportunity and lay a solid foundation for future
enforcement works. In particular, AEA had actively promoted AI smart enforcement
in recent years to improve enforcement efficiency through technological and digital
means, and it also hoped that after completing the training, the trainees would be able
to demonstrate their professionalism, properly use technological tools, and further
improve enforcement effectiveness.
Next, the trainees of the 17th session gave their final speeches. After the trainees
of the 18th session introduced themselves, Director-General Miao also emphasized
that the trainees’ academic achievements and experience were both excellent, and
welcomed all of them to join the team and family of AEA team for cooperation works.
The ceremony ended successfully.
