On April 1, 2025, the various branches under the Ministry of Justice’s
Administrative Enforcement Agency (AEA) held the nationwide “123 Joint Auction,” a
large-scale monthly event taking place on the “first” “Tuesday” of every month, starting at
“3” p.m. In addition to items compulsorily sealed through administrative enforcement cases
handled by each branch, the auction also featured a wide variety of items seized and
entrusted for sale by prosecutorial agencies. Despite the continuous spring rain and the
fluctuating temperatures, public enthusiasm remained high. Right before the Children's
Day and Tomb-Sweeping Day long weekend, bidding activity was strong across all AEA
branches. The total amount made from the highest-biddings reached NT$157,094,972,
providing a significant contribution to the national treasury.
The total amount from real estate highest-biddings reached NT$151,290,851.
Among them, the most notable and highly anticipated item was related to the widely
publicized illegal fundraising case involving the Hong Fuhai Group. Acting on a request
from the Miaoli District Prosecutors Office, the Shilin Branch of the Administrative
Enforcement Agency, Ministry of Justice auctioned off eight adjoining office units in the
Antai Dengfeng Community, registered under the group’s representative, surnamed Huang.
Located across from Hongshulin Station near the Tamsui River estuary, each unit came
with one or two flat parking spaces. Four of the units were successfully auctioned last
month, and the remaining four were put up for auction for the third time, ultimately being
sold for a total of over NT$61.99 million. With all eight units now sold, this case
underscores the firm commitment of both the enforcement and prosecutorial authorities in
combating fraud. The second-highest bidding amount came from the Hsinchu Branch’s
auction of 18 land parcels located in the Nan’an and Bei’an sections of Hukou
Township, Hsinchu County. The obligor had overdue payments totaling over NT$100
million, including unpaid income tax, tax on the price of land, and fines under the Soil and
Water Conservation Act, and had been designated a major debtor by the Administrative
Enforcement Agency. This was the fourth auction in the current round, and the properties
were finally sold for NT$42,663,000. In addition, the Taoyuan Branch, Administrative
Enforcement Agency, Ministry of Justice, successfully auctioned off a five-story
townhouse on Wenhua 3rd Road in Guishan District (Taipei New World Community)
for NT$13,102,008, due to the obligor’s outstanding taxes and fees, including unpaid
income tax, National Health Insurance premiums, and multiple traffic fines. Another
property—a first-floor apartment in the Cappuccino Community on Fulu 1st Street
in Luzhu District—was auctioned for NT$9,668,900, due to the obligor’s delinquent
business tax and income tax. Other branches also successfully auctioned off several highquality real estate properties.
The total amount from the auction and liquidation of personal property
reached NT$5,804,121. The highest amount from the auction and liquidation of
personal property came from the Tainan Branch, which successfully liquidated 132
physical stock certificates (a total of 132,000 shares) belonging to the third party,
LIANG HAW TECHNOLOGY CO., LTD., for NT$2,250,000. Other branches also
auctioned or liquidated a wide variety of valuable personal property, including cars, trucks,
clothing, agricultural products, household items, and investment-worthy stocks. Notably,
the Changhua Branch collaborated for the first time with Zhushan Zinan Temple in Nantou
to launch the “Guashan Judicial Auction Market.” They introduced an incentive where the
highest-bidders would receive a “Golden Snake Year Coin” from Zinan Temple. This
initiative successfully attracted crowds, resulting in the successful auction of three cars,
biotech company stocks, and trademark rights of a store selected in the “Nantou 100 Bowls”
list, among others. At the judicial auction site, the Chiayi Branch, Administrative
Enforcement Agency, Ministry of Justice, invited the “Chiayi County Senior Talent Service
Center” to set up a booth, offering job search consultations and employment matching
services for individuals aged 55 and above. Additionally, several underprivileged groups
were provided with opportunities to sell hand-brewed coffee, handmade cookies, and egg
rolls. Additionally, the “Chiayi AEA Grocery Store” Line group was utilized to conduct
flash sales, assisting obligors who are small-scale farmers and merchants in selling their
products and thereby shortening their payment deadlines. This initiative fully demonstrates
the creativity and dynamism of each branch, while also contributing to social welfare.
