The Training of Professionals Ensuring the Grasp of the Most Recent Trends: Improve professional knowledge and implement technology-based creative thinking

In order to improve the professional functions of administrative enforcement officers,
the Administrative Enforcement Agency of the Ministry of Justice (AEA) held the "2025
Administrative Enforcement Officer On-the-Job Education and Training Program" on April
16, 2025, at the Bo-Ai Hall of the Taiwan High Prosecutors Office. Director-General Miao,
Jhuo-Ran presided over the event and invited the chief administrative enforcement officers
and administrative enforcement officers of each branch to participate in the event in the
hope of enhancing professional knowledge, promoting teamwork, and introducing
technological and innovative thinking to improve the quality of handling cases and
enforcement efficiency.
Minister Cheng, Ming-Chien of the Ministry of Justice, and Director Liu, Ying-Hsiu of
the Department of Legal Affairs, were invited to provide instructions for the education and
training program. Minister Cheng was invited to present the 2024 "Best of Enforcement"
and "Excellent Enforcement Performance" medals to the winning branches and
administrative enforcement officers. In his speech, Minister Cheng praised AEA for its
outstanding performance and mentioned it as a dynamic and creative team. In order to
implement the Ministry of Justice’s goal of handling cases with technology, the progress of
digital transformation has never stopped. Many technological approaches have been
adopted in the enforcement procedures, such as virtual account payment, electronic
documents, and judicial auction technology, with evident results. Minister Cheng also
encouraged the AEA to make good use of statutory enforcement measures against malicious
obligors to make them have nowhere to hide and to make every effort to achieve fairness
and justice.
The course provided in the morning invited the Legal System Department's Senior
Specialist, Chiu, Li-Fen, to teach the practical law enforcement. The law is a tool to
implement enforcement policy. In addition to complying with the principle of procedural
justice, the wording and terminology used in the law also affect the implementation of the
practice. Therefore, the course is arranged to strengthen the legal enforcement capability of
administrative enforcement officers so as to improve their professionalism.
The course provided in the afternoon began with the topic of sharing the case of obligors
with large arrears and interactive communication. It focused on the practical handling
process of specific cases, passing on the experience through sharing, and thinking outside
the box in terms of education and training. Lectures were arranged for interactive
communication with students to explore new enforcement strategies and inspire team
potential.
Another course scheduled in the afternoon was the application of AI technology in
administrative enforcement to continue to examine the categorized affairs in the
enforcement works with a pragmatic attitude, gradually introduce AI digital transformation,
streamline the enforcement process to improve efficiency, and apply AI to daily work to
reduce the workload of staff.
At the end of the course, Director-General Miao encouraged the attending staff that
professional training in enforcement has always been a link to which AEA attaches great
importance. The course combines interactive discussions on theory and practice, based on
solid practical legal work, and mutual learning of actual case handling skills, we can expect
to enhance the professionalism and skills of staff to respond to new trends in administrative
enforcement. Whether it is to implement the Executive Yuan's "Five Against and Seven
Safety" policy, or to vigorously enforce cases against large arrears, or to actively handle
cases entrusted by the prosecutors’ offices for auctions, which are all key tasks of AEA to
implement the core goals of justice. Further, in order to alleviate the heavy workload of
enforcement staff due to the huge caseload, it is expected that AI technology will be adopted
to optimize the case handling process in the future to make the enforcement procedure more
streamlined and efficient. It is hoped that after participating in the education and training
program, the staff will be inspired when facing difficulties at work, and innovate and grow
in a new era of AI.
