Grand Auction on the Eve of Father’s Day – Total Amount from the Conclusion of the Auction Exceeds NT$92.62 Million Prosecutors’ Offices and the Administrative Enforcement Agency (AEA) Join Forces to Complete the Final Mile in Achieving Justice

On August 5, 2025, all branches of the Administrative
Enforcement Agency (AEA), Ministry of Justice, simultaneously held
the “First Tuesday Joint Auction” (referring to the first Tuesday of
every month, starting at 3 p.m.). Coinciding with the eve of Father’s
Day, each branch meticulously planned this grand event, offering a
dazzling variety of auction items covering food, clothing, housing, and
transportation. Some branches also joined forces with prosecutorial
authorities to publicly auction assets held by defendants, including land,
luxury cars, high-end watches, virtual currency, various trucks,
excavators, and other large machinery, attracting enthusiastic
participation from the public. The total amount from the conclusion of
the auction reached an impressive NT$92,628,720. The results were
remarkable, not only helping to realize the State’s public law claims and
uphold social justice, but also fully demonstrating the government’s
firm determination to implement the “5 Against and 7 Safety” policy
and safeguard the people.
In view of the growing incidence of major crimes such as
fraudulent fundraising and environmental offenses, which seriously
threaten the property security of the public and environmental hygiene,
branches of the AEA have been actively working to block fraud rings
and other unscrupulous individuals from obtaining large illicit gains and
to expedite compensation for victims’ losses. To this end, each branch
has proactively established horizontal coordination mechanisms with
local prosecutors’ offices to promptly auction seized assets that may be
subject to confiscation or compulsory collection during investigation or
after a final judgment. Chuo-Ran Miao, Director-General of the AEA,
made a special trip south early in the morning to the Tainan Branch,
where he joined Huang Yu-Yuan, Chief Prosecutor of the Tainan
Branch of the Taiwan High Prosecutors Office; Yeh Li-Chi, Chief
Prosecutor; Chung Ho-Hsien, Chief Prosecutor of the Tainan District
Prosecutors Office; and Chang Yung-Chih, Chief of the Tainan Branch,
to inaugurate and show support for the day’s joint auction event at the
Tainan Branch. In his remarks, Director-General Miao emphasized that
in recent years, the AEA has implemented projects related to traffic

safety, public security, and residential safety in line with the Executive
Yuan’s “5A7S” policy, with the goal of enabling the public to live in
peace and comfort. He also noted that, in cooperation with district
prosecutors’ offices, the AEA auctions off confiscated criminal tools
and illicit gains seized during investigations. In particular, for fraud
cases—currently the most detested crimes among the public—
prosecutors seize assets from fraud rings, which are then auctioned to
return the illicit gains to the victims, ensuring that fraud groups cannot
profit from their crimes, whether by obtaining nothing at all or being
unable to spend what they illicitly acquired. Before the auction began,
the five leaders, guided by the host, went on stage together to strike with
gavels signboards symbolizing “gangs, corruption, firearms, drugs, and
fraud,” declaring the government’s firm determination to fully
implement the “5A7S” policy, which was met with warm applause from
the audience. Subsequently, with enthusiastic bidding from the public,
the Tainan Branch successfully concluded the auction of six
commercial cargo tractors, four commercial semi-trailers, and three
excavators, with the total amount from the conclusion of the auction
reaching NT$7,853,000.
Other branches, acting on the request of district prosecutors’
offices, completed auctions totaling NT$21,347,000. The highest
conclusion of the auction amount was recorded by the Taichung
Branch, which, at the request of the Taichung District Prosecutors
Office, auctioned a Bentley luxury car seized in a fraud case. As the
vehicle was in excellent condition, less than two years old
(manufactured in September 2023), and had attracted significant
interest, multiple bidders competed, and it was ultimately sold for a high
price of NT$9.1 million. In addition, four large and medium HINO
trucks seized by the Taichung District Prosecutors Office in a case
involving violations of the Waste Disposal Act, noted for their good
exterior, interior, and performance, were also successfully sold at high
prices, with the total conclusion of the auction amount reaching
NT$7.29 million. In addition, the Changhua Branch and the Pingtung
Branch, acting on the requests of the Changhua District Prosecutors
Office and the Ciaotou District Prosecutors Office respectively,
auctioned 45,943.003963 units and 35,295.33 units of Tether (USDT)
owned by two defendants surnamed Huang, who were involved in fraud
and money laundering offenses. After fierce competition among
multiple bidders—with one item reaching as many as 78 bid calls—
these assets were ultimately sold for NT$1,535,000 and NT$1,062,000,
respectively. Additionally, the Changhua Branch, acting on the request
of the Nantou District Prosecutors Office, auctioned one heavy truck
for personal use and one excavator owned by a defendant surnamed
Chien, who was involved in violations of the Waste Disposal Act. The
total amount from the conclusion of the auction reached NT$1.51
million, effectively enforcing the recovery of criminal proceeds.
For cases involving monetary payment obligations under
public law, the total amount from the conclusion of real estate
auctions reached NT$59,021,611. The highest conclusion of the
auction amount was recorded by the Tainan Branch in an
administrative enforcement case against obligor Chen ○○
(deceased, with Attorney Yu ○○ as estate administrator) for arrears
in the tax on the price of land, in which one parcel of land located
in Anding District, Tainan City, was auctioned. This was the third
auction of the property. As the ownership share was complete and the
land use category was classified as Type B building land, it attracted
considerable interest from bidders and was ultimately sold for NT$17.6
million, exceeding the reserve price. The second-highest conclusion
of the auction amount was recorded by the Hsinchu Branch in an
administrative enforcement case against obligor Lin ○○, an
Ancestor Worship Guild, for arrears in the tax on price of land for
2023 and 2024. The Guild owned a large number of land parcels;
however, due to the existence of structures on the land and
complicated ownership issues, the Hsinchu Branch consulted with
the Guild’s administrator and the referring authority, and it was
decided to auction three parcels of land in Xinpu Township,
Hsinchu County, under the Guild’s name to offset the tax arrears.
The total conclusion of the auction amount was NT$11.8 million. In
another case, the Shilin Branch auctioned 29 parcels of jointly owned
land in Dongshi Section and Xiding Section, Xizhi District, New Taipei
City, belonging to major debtor Chan ○○ and three others. The obligors
were in arrears for estate tax and fines. The Shilin Branch had initially
approached the heirs to arrange payment in kind; however, due to
difficulties in communication among some heirs, they did not actively
proceed with the arrangement. Furthermore, based on the trial
calculation and review conducted by the referring authority, the
National Taxation Bureau of Taipei, Ministry of Finance, only part of
the tax arrears could be offset in kind. As a result, the Shilin Branch
proceeded to auction the aforementioned real estate. After several pricereduction auctions failed to conclude, the Shilin Branch actively
coordinated with the National Taxation Bureau of Taipei and the
Revenue Service Office, New Taipei City Government, leading to both
agencies jointly accepting six of the parcels for a total of over NT$11.51
million. This resulted in the full recovery of the tax arrears, fully
demonstrating the close cooperation between enforcement authorities
and tax agencies and their determination to safeguard the State’s claims.
In addition, other branches also concluded the auction of multiple highquality real estate properties, indicating that the value-preserving nature
of real estate continues to be favored by a wide range of investors.
Excluding cases executed at the request of prosecutorial
authorities as mentioned above, the total amount from the
conclusion of the auction and sale of movable property was
NT$4,407,109. The items included a variety of high-value movables
such as plastic factory machinery and equipment, cars, trucks, clothing,
tea leaves, honey, household goods, and investment-grade stocks,
demonstrating considerable diversity. It is worth mentioning that, at the
auction site, the Shilin Branch simultaneously hosted a “Father’s Day
Flash Tea Tasting” event, providing a platform for a tea merchant in tax
arrears to display and sell a variety of premium Pu’er teas, such as the
Chen Sheng Hao Chinese Zodiac Tea (2008–2019), Ba Wang Qing
Bing (tea cake), Chen Sheng Lao Ban Zhang Tea Brick, and Fatherand-Son Tea Cake, among others. The proceeds from the sales were
used to offset the merchant’s tax arrears. In addition, before or during
the auction events, the branches also played videos on fraud prevention,
the “5A7S” policy, and anti-corruption promotion at the venues,
actively educating the public on how to “identify fraud” and “prevent
fraud,” as well as promoting the concepts of the rule of law, integrity,
and anti-corruption, thereby fostering the core values of honesty and
law-abiding conduct.
The nationwide “First Tuesday Joint Auction” is held at each
branch on the first Tuesday of every month at 3:00 p.m. Members of
the public interested in making purchases should not miss this excellent

auctions, allowing you to keep up with the best offers. The AEA once
again urges the public to remain vigilant at all times and to promptly
call the 165 Anti-Fraud Hotline for verification if they have any doubts,
in order to avoid falling into fraud traps. If unfortunately victimized,
they should also actively report the case and cooperate with judicial
investigations to facilitate the recovery of losses. The branches will
continue to strengthen cooperation with prosecutorial authorities,
upholding the belief that “there are no holidays in combating fraud, and
justice never rests,” and intensifying anti-fraud efforts. Through open
and transparent auction procedures, they will effectively enforce the
recovery of illicit gains, implement the Executive Yuan’s “5A7S”
policy, and work together to safeguard public security, food safety,
traffic safety, workplace safety, campus safety, residential safety, and
information security.
