Enforcement with Compassion AEA Grants Leniency in Enforcement to Help Obligors Affected by Disasters Overcome Hardships

In recent days, continuous heavy rainfall brought by the
southwest air current has caused severe flooding, power outages, and
landslides in many parts of central and southern Taiwan, inflicting
significant harm on people’s lives and property. To ease the burden
on the public in restoring their homes, the Chiayi, Tainan, Kaohsiung,
and Pingtung branches of the Administrative Enforcement Agency
(AEA), Ministry of Justice, upholding the core value of
“Enforcement with Compassion, Justice without Obstruction” and
following the principles of “lenient determination, simplified
procedures, and expedited review,” promptly activated various
leniency measures in enforcement to fully assist disaster-affected
obligors in overcoming hardships and rebuilding their homes with
peace of mind.
For National Health Insurance cases under the jurisdiction of the
Chiayi Branch, if the obligor’s household registration or license
address is in Chiayi County or Chiayi City, enforcement will be
suspended from August 4 to September 4, 2025. The Tainan Branch,
sharing the hardships of the people, will suspend all on-site
enforcement from August 4 to August 10, 2025. The Kaohsiung
Branch will suspend on-site enforcement from August 4 to August
10, 2025, in Maolin District, Tauyuan District, Liouguei District,
Jiasian District, Namasia District, Shanlin District, and other flooded
areas under its jurisdiction. The Pingtung Branch, to avoid affecting
residents in restoring their homes, will also suspend on-site
enforcement for disaster-affected obligors. In addition, obligors
affected by the disaster who receive a payment notice or appearance
notice from a branch may contact the responsible enforcement officer
to request a rescheduled date. Disaster-affected obligors who, due to
home reconstruction or other reasons, are unable to pay in full may
also submit supporting documents to apply for installment payments
or an extension of the installment period. The branches will process
such applications with leniency. In addition, if a disaster-affected
obligor is facing livelihood difficulties, the branch will refer the case
to relevant social welfare agencies for emergency assistance to help
them overcome the hardship.
