Deputy Minister Hsi-Hsiang Hsu Presides over the Handover and Oath Ceremony for Senior Executives and Branch Directors of the Administrative Enforcement Agency, Ministry of Justice

The “Handover and Joint Oath Ceremony for Senior Executives and
Acting/New Branch Directors of the Administrative Enforcement Agency,
Ministry of Justice” was held at 2:30 p.m. on August 28 this year on the 9th
floor of the Neihu Joint Office Building of the Ministry of Justice. The
ceremony was personally overseen by Deputy Minister Hsi-Hsiang Hsu, who
supervised both the handover and the oath.
The ceremony was attended by about 50 guests, including Head
Prosecutor Wen-Chung Lu of the Supreme Prosecutors Office, Chief
Prosecutor Chun-Li Wang of the Taipei District Prosecutors Office, and
colleagues from the enforcement authority.
In this ceremony, for the newly appointed senior executives, former
Senior Administrative Enforcement Officer Chia-Jung Chiang assumed the
position of Chief Administrative Enforcement Officer and concurrently Head
of the Legal Affairs and Administrative Remedies Division of the AEA. For
the newly appointed branch directors, Prosecutor Ying-Chun Tsai assumed the
position of Director of the Hualien Branch.
Following the handover and joint oath, Deputy Minister Hsi-Hsiang Hsu
first extended his congratulations and best wishes to the newly appointed
Branch Director Ying-Chun Tsai and Division Head Chia-Jung Chiang,
expressing his expectation that both will apply their expertise in their new
positions and lead their colleagues to achieve even greater performance. The
AEA shoulders the important mission of realizing the State’s public authority.
Deputy Minister Hsi-Hsiang Hsu conveyed Minister Cheng’s earnest
expectations as follows:
1. Uphold integrity and enforce the law with fairness – Integrity is the
fundamental code of conduct for public servants and the cornerstone for
enforcement officers. All directors and supervisors must lead by example,
maintaining honesty and fairness to embody the Agency’s image of
impartial law enforcement.
2. Implement due process of law and safeguard people’s rights – Due process
is a fundamental requirement of a modern rule-of-law state and a vital
mechanism for protecting people’s rights. We must ensure that every
enforcement action meets the requirements of procedural justice while also
applying the proportionality principle, thereby securing the legality of
enforcement and fully protecting people’s rights.
3. Make good use of technology and strive proactively to fulfill the mission –
Administrative enforcement work is full of challenges. Branch directors are
expected to lead colleagues with a proactive attitude and employ
technological tools to make enforcement more efficient.
4. Coordinate with government policies and enhance enforcement
effectiveness – As an important part of the judicial system, the AEA must
make every effort to support and implement the various policies planned
by the Ministry of Justice. Since last year (2024), the AEA has continued
to implement the “Joint Auction of 5 Against and 7 Safety Cases and
AntiFraud Promotion Project,” achieving fruitful results that have been widely
recognized.
5. Maintain close awareness of agency conditions and respond promptly to
public opinion – Always uphold the concept of risk management. When
false or misleading information circulates externally, it is imperative to
immediately identify and respond quickly, effectively clarifying matters to
the public, conveying accurate information, and safeguarding the Agency’s
positive image.
6. Balance firmness with compassion and enforce the law with warmth – For
disadvantaged obligors, we must proactively help them find the most
appropriate solutions within the framework of the law. By adopting
measures such as installment payments and lenient enforcement, the public
can sense the government’s warmth and care even in the course of rigorous
enforcement.
It is hoped that all branch directors will bravely shoulder responsibility
and pursue innovation, leading their teams to achieve even greater
accomplishments. All colleagues are also encouraged to build consensus and
persevere with dedication, so that administrative enforcement work may once
again reach new heights.
