On September 2, 2025, the various branches of the Administrative
Enforcement Agency (AEA), Ministry of Justice, grandly held the
nationwide joint auction held on the “first” “Tuesday” of every month,
starting at “3” p.m. Coinciding with the back-to-school season for junior
high and elementary schools, each branch presented a wide variety of
quality items for the public to bid on. The atmosphere at the auction
sites was even hotter than the sweltering summer heat, with the total
amount from the auctions reaching NT$77,565,646.
The total amount from the conclusion of real estate auctions
(including acceptances) reached NT$72,072,579. The highest
amount was recorded by the Taoyuan Branch, which auctioned a
five-story building and its site located on Yong’an Road, Taoyuan
District, Taoyuan City, with the conclusion of the auction totaling
NT$19.2 million. The obligor in this case had arrears of estate tax,
house tax, and tax on price of land exceeding NT$20 million, and was
listed by the AEA as a “major debtor” case. Under the Taoyuan
Branch’s active enforcement of the obligor’s estate, this was the third
auction, which concluded at NT$19.2 million. On the same day, the
Taoyuan Branch also concluded the auction of three parcels of land
owned by the same major debtor on Section 3, Zhonglu, Taoyuan
District, Taoyuan City, with the total amount reaching NT$9,244,500.
The second-highest amount was recorded by the Hsinchu Branch,
which auctioned a building and its site located on Section 1, Tianfu
Road, Hsinchu City, with the conclusion of the auction totaling
NT$8.35 million. The obligor in this case was in arrears for a
substantial amount of individual house and land transaction income tax
and individual income tax. This was the third auction, which concluded
at NT$8.35 million. Other branches have also sold several high-quality
real properties.
The total amount from the conclusion of movable property
auctions reached NT$5,493,067. The highest amount was recorded
by the Kaohsiung Branch, which auctioned shares of Jin Sheng
Aquatic Products Co., Ltd., with the conclusion of the auction
reaching NT$1.83 million. The obligor in this case was in arrears for
over NT$1.83 million in labor insurance premiums, which was referred
to the Kaohsiung Branch for enforcement by the Bureau of Labor
Insurance, Ministry of Labor. After actively investigating the obligor’s
assets and enforcing against the investment shares held, the Kaohsiung
Branch concluded the first auction at NT$1.83 million, and it is
expected that the arrears can be fully recovered. The second-highest
amount was recorded by the New Taipei Branch, which auctioned a
batch of automated equipment for washing, cutting, and packaging
fruits and vegetables, with the conclusion of the auction totaling
NT$1.15 million. The auction items had been purchased by the obligor
company using subsidies granted by the Northern Region Branch,
Agriculture and Food Agency, Ministry of Agriculture. As the approved
subsidies were later revoked, the referring authority sought recovery of
the disbursed funds. After the case was referred for enforcement, the
referring authority promptly located the movable equipment and
advanced the necessary enforcement costs to relocate it to a public grain
warehouse in Shulin District, New Taipei City. This was the second
auction, which started at NT$0, drew enthusiastic bidding with 64
rounds of offers, and ultimately concluded at NT$1.15 million, fully
demonstrating the determination of both the enforcement authority and
the referring authority to safeguard the State’s claims. Other branches
also concluded the auction of many qualities’ movable properties on the
same day.
The branches of the AEA continue to actively cooperate with
prosecutorial authorities in handling entrusted enforcement and
auction cases. In this joint auction, the Tainan Branch, at the
request of the Tainan District Prosecutors Office, auctioned one
excavator and one bulldozer, with the conclusion of the auction
totaling NT$1,271,000. The Tainan District Prosecutors Office, in
investigating a case involving illegal operators in violation of the Waste
Disposal Act, had seized one excavator and one bulldozer. At its request,
the Tainan Branch carried out the auction on the same day, with the
excavator sold for NT$961,000 and the bulldozer for NT$310,000. This
demonstrates the determination of enforcement authorities and
prosecutorial authorities to jointly combat environmental crimes and
uphold environmental justice, ensuring the preservation of Taiwan’s
beautiful natural environment.
