Professional Benchmark Learning to Strengthen Enforcement Competence AEA Holds 2025 Seminar on Objection Statements and Enforcement Cases, Focusing on Personal Data Legal Reforms and New Insurance Policy Enforcement Mechanisms

To enhance the professional competence of Administrative
Enforcement Officers and deepen their understanding of legal
practices, the Administrative Enforcement Agency (AEA), Ministry
of Justice, held the “2025 Seminar on Legal and Practical Issues of
Objection Statements” and the “Administrative Enforcement Case
Study Seminar” on September 26, 2025. The event was presided
over by Director-General MIAO JHUO-RAN and attended by
Chief Senior Administrative Enforcement Officers and
Administrative Enforcement Officers from all branches. Through
professional benchmark learning, the seminar aimed to strengthen
participants’ expertise and professional capacity.
Focusing on the Latest Reforms in Personal Data Legislation
The seminar featured a diverse and informative programs, including
two keynote speeches, case study discussions, and business
briefings.
The first keynote speech was delivered by Deputy Director Chi-Yun
Cheng of the Preparatory Office of the Personal Data Protection
Commission on the topic “From Point Protection to Global
Governance: The Transformation and Strategies of Personal Data
Legal Framework.” Deputy Director Cheng provided an in-depth
analysis of the latest trends in personal data protection legislation,
beginning with an overview of international digital policy
developments and Taiwan’s key regulatory focuses. He also
elaborated on major amendments to the Personal Data Protection
Act, including the establishment of a Data Protection Officer
system, the strengthening of incident notification mechanisms, and
the enhancement of internal supervision structures. As
administrative enforcement frequently involves the collection,
processing, and use of large volumes of personal data, these new
legal reforms will have a significant impact on enforcement
practices.
Exploring the New Framework for Insurance Policy
Enforcement
The second keynote speech was delivered by Section Chief CheWei Chang of the Insurance Bureau, Financial Supervisory
Commission, on the topic “Key Amendments to Insurance Act
Concerning the Compulsory Enforcement of Insurance Policies.”
Focusing on the new legal framework for the compulsory
enforcement of life insurance policies, Section Chief Chang
detailed three major amendments: specifying the types of insurance
that cannot be subject to attachment or compulsory enforcement,
introducing the step-in right mechanism adopted abroad, and
refining related supporting measures. He also explained relevant
operational procedures and addressed common public inquiries to
help enforcement officers accurately understand the new system
and ensure lawful and proper enforcement practices.
Commending Outstanding Officers, Strengthening Practical
Exchange and Professional Growth
During the seminar, seven colleagues were commended for their
outstanding enforcement performance, including Branch Director
Li of the Hsinchu Branch; Chief Enforcement Officer Li of the
Taoyuan Branch; Enforcement Officer Liu of the Pingtung Branch;
Enforcement Officer Hung of the Shilin Branch; Enforcement
Officer Ko of the Yilan Branch; Enforcement Officer Lu of the
Taichung Branch; and Enforcement Officer Chen of the Shilin
Branch. The amounts collected by these officers ranged from over
NT$100 million to more than NT$40 million, demonstrating the
enforcement authorities’ professional capacity in effectively
safeguarding the State’s claims through diverse enforcement
strategies.
The seminar also featured a presentation by Chief Senior
Administrative Enforcement Officer Chia-Yuan Yang of the
Hsinchu Branch, who shared practical experiences on “Application
of Legal and Accounting Information in Major Debtor Cases.” The
Ethics Office of the AEA reported on the provisions of the “Public
Interest Whistleblower Protection Act,” while the Legal Affairs
Division explained the recent regulatory changes and practical
responses related to insurance enforcement. The Case Review
Division provided updates on key initiatives, including the Major
Debtor Enforcement Project, the “5 Against and 7 Safety” Joint
Auction, and the Alcohol Addiction Referral Program.
Implementing Anti-Fraud Initiatives with Innovation to
Safeguard the Public and the Nation
Director-General MIAO JHUO-RAN encouraged all participants to
continue learning and adapting to the rapidly evolving enforcement
landscape. While the AEA is actively promoting the “Joint Auction
of 5 Against and 7 Safety Cases and Anti-Fraud Promotion Project”
and is planning to hold a nationwide joint auction on November 11,
2025, to demonstrate its firm commitment to implementing antifraud policies and protecting the rights and interests of the public.
Director-General Miao emphasized that the AEA will continue to
uphold the Ministry of Justice’s six core governance principles—
integrity and impartial law enforcement, adherence to due process,
effective use of technology, coordination with government policies,
timely response to public opinion, and compassionate enforcement.
The AEA will keep improving enforcement skills and innovating
methods to contribute its utmost efforts to maintaining the rule of
law and safeguarding the rights of the people.
