Glorious October Justice Auction – Total Amount from the Conclusion of Auctions Reached Around NT$37,260,000

Today (October 7), the various branches of the Administrative
Enforcement Agency (AEA), Ministry of Justice, grandly organized
the nationwide joint auction held on the “first” “Tuesday” of every
month, starting at “3” p.m. In this glorious October—a season of
autumn harvest and national celebration—the event drew
enthusiastic crowds of bidders and concluded successfully with the
sound of the justice gavel. The total amount from the conclusion of
the auctions reached NT$37,267,598, further contributing to the
national treasury. In addition, each branch simultaneously organized
promotional activities on the “5 Against and 7 Safety” policy, the
“Public Interest Whistleblower Protection Act,” and “Gender
Equality” during the auction events, aiming to deepen public
awareness of the rule of law and foster a social environment of
integrity, justice, and safety.
The total bid amount of real properties reached NT$34,501,173.
The highest conclusion of the auction amount was recorded by the
Chiayi Branch, which auctioned a four-story townhouse located on
Bangqiu 3rd St., Taibao City, Chiayi County, for NT$15,999,999.
The property is situated near the Chiayi Science Park, and with
TSMC’s ongoing construction of a new plant at the Taibao site, the
area’s development potential has drawn considerable attention,
driving up the local real estate market. As a result, this property
became the highlight of the auction. In addition, the Taipei Branch
concluded the auction of land located in a Type 4 residential zone
under the urban planning area on Sec. 4, Zhongxiao E. Rd., Taipei
City, for NT$8,400,888. The New Taipei Branch also concluded the
auction of two parcels of land located in Sanxia District and
Zhonghe District, New Taipei City, for NT$2,330,000 and
NT$2,556,700, respectively.
The total amount from the conclusion of movable property
auctions reached NT$2,766,425. The highest conclusion of the
auction amount among these cases was recorded by the Kaohsiung
Branch, which auctioned 360 shares of Jin Chun Ice Manufacturing
Co., Ltd. held by an obligor surnamed Chen for NT$1.4 million.
The obligor, formerly the chairman of the Ching Fu Group, was the
key figure in Taiwan’s notorious minehunter loan fraud case. By
using falsified procurement contracts and fabricated capital increase
documents, he fraudulently obtained a syndicated loan of up to
NT$20.5 billion from several domestic banks. The court convicted
him of fraud and multiple violations of the Banking Act, sentencing
him to 25 years of imprisonment, which has now become final, and
he is currently serving his sentence. Due to arrears of over NT$1.83
million in labor insurance premiums, the case was referred to the
Kaohsiung Branch for enforcement, which, in accordance with the
law, conducted a compulsory sealing of the aforementioned shares.
In recent years, the AEA, Ministry of Justice, has actively
introduced a license plate recognition system combined with realtime artificial intelligence (AI) comparison technology to
accurately detect vehicles belonging to obligors in arrears of taxes
and fees, thereby enhancing enforcement efficiency. Within the
jurisdiction of the Taichung Branch, an obligor surnamed Yu had a
total of 59 cases of arrears in vehicle’s fuel fees and license taxes,
amounting to more than NT$160,000. During routine patrols,
enforcement personnel utilized the license plate recognition system
to instantly detect a 2015 CMC van under the obligor’s name
parked on the roadside. The vehicle was immediately subject to
compulsory sealing in accordance with the law and was
successfully auctioned at this joint auction for NT$30,000,
demonstrating the tangible results of technology-assisted
enforcement. Other movable properties auctioned by the other
branches included several cars and motorcycles, computers and
communication devices, household appliances, consumer
electronics, and physical stock certificates, yielding fruitful results.
