“5A7S Double 11 Joint Auction” Achieves Strong Results Despite Typhoon Conditions: Auction Total Reaches NT$340.5 Million, Demonstrating Strong Cross-agency Commitment to Uphold Justice and Combat Crime

The Ministry of Justice Administrative Enforcement
Agency (AEA) held the “Prosecutorial and Enforcement
Joint Defense for Justice: 5A7S Double 11 Joint Auction”
on the morning of November 11, 2025. Although auction
events in Taoyuan, Yilan, and Hualien were suspended
due to Typhoon Fung-wong, all remaining branches
commenced bidding simultaneously online. Supported by
coordinated efforts from prosecutorial, enforcement, police,
and anti–money laundering agencies, the auction
achieved remarkable results, generating NT$
340,508,463 nationwide. The event strengthened the

enforcement of public law claims, enhanced future
compensation prospects for crime victims, and
underscored the government’s firm resolve to advance the
“Five Against and Seven Safety” (5A7S) policy and combat
criminal activity.
The opening ceremony of the joint auction was
presided over by Deputy Minister of Justice Huang
Shih-chieh. He was joined by Director-General Miao
Jhuo-Ran of the AEA, Chief Prosecutor Wu Hui-lan of the
Taiwan High Prosecutors Office, Deputy Chief Prosecutor
Chang Chih-ming of the Taiwan Shilin District Prosecutors
Office, Director Wu Kuang-li of the AEA Shilin Branch,
Deputy Commissioner Hsiao Chin-chieh of the Criminal
Investigation Bureau, National Police Agency, Ministry of
the Interior, and Advisor Liu Hsin-yu of the Executive Yuan
Anti-Money Laundering Office. During the ceremony,
participating officials collectively struck a symbolic “crime
boulder” representing illicit activities involving organized
crime, illicit gains, firearms, narcotics, and fraud, and
raised shields to signify the “Seven Safety.” The act
highlighted the collaborative efforts among prosecutorial,
enforcement, police, and anti-money laundering agencies
to dismantle criminal networks and protect public interests.
In his remarks, Deputy Minister Huang stated that, in order
to draw on the expertise and efficiency of administrative
enforcement agencies in converting seized assets into
value and to enhance the effectiveness of prosecutorial
investigations, the Ministry of Justice has, since 2018,
instructed administrative enforcement authorities to assist
prosecutors with the disposal of confiscated and seized
property. This has strengthened the effectiveness of asset
forfeiture and improved the likelihood of future restitution
for crime victims. He emphasized the importance of
continued interagency cooperation among prosecutorial
authorities, administrative enforcement agencies, police
bodies, and the Executive Yuan Anti-Money Laundering
Office. Through coordinated handling of entrusted disposal
cases, these agencies jointly advance the Executive
Yuan’s “5A7S” policy and anti-money laundering efforts,
uphold public interests, and combat serious crime.
The highest-value item sold in the joint auction
was a batch of gold seized by the New Taipei Branch in
a case involving unpaid profit-seeking enterprise
income tax and business tax penalties owed by a
precious metals company group. The gold weighed a
total of 64 kilograms and comprised 90 items offered
across 22 lots. The auction attracted 21 registered bidders,
and all lots were successfully sold for a total of
NT$243.5 million. The real properties with the highest
auction price came from the land in the Linnei Section
of Niaosong District seized by the Taiwan Kaohsiung
District Prosecutors Office from the scam syndicate
"Zhen X Mei Mutual Aid Association." The Kaohsiung
Branch auctioned the properties at the request of the
Kaohsiung District Prosecutors Office, resulting in
total proceeds of NT$30,211,000. In another major case,
the Taiwan Shilin District Prosecutors Office had seized
more than 640,000 units of Tether (USDT) representing
illicit gains held by three defendants from XX Technology
Co., Ltd. suspected of fraud. At the request of prosecutors,
the Shilin Branch handled the asset disposal. Despite
inclement weather, 21 bidders participated onsite. A total of
293,699.3855 USDT were sold, generating NT$9,280,800.
All proceeds will be transferred to the Taiwan Shilin District
Prosecutors Office for safekeeping to ensure future
forfeiture and restitution.
Other branches also sold notable items amid
enthusiastic bidding. The Taipei Branch auctioned
12.36170732 Ether seized in a fraud case at the request of
the Taipei District Prosecutors Office, with proceeds
totaling NT$1.34 million. The Taichung Branch sold several
high-value items seized in waste disposal and fraud
investigations conducted by the Taichung District
Prosecutors Office, including three tractor trucks for
NT$10.4 million, a luxury vehicle for NT$1.9 million, and an
excavator for NT$740,000. The Kaohsiung Branch
auctioned a luxury vehicle seized in a fraud investigation
conducted by the Taiwan Kaohsiung District Prosecutors
Office, with the winning bid reaching NT$2,803,750.
Additionally, the Changhua Branch, acting on behalf of the
Taiwan Nantou District Prosecutors Office, sold an
excavator and more than ten vehicles seized in cases
involving violations of the Forestry Act, the Waste Disposal
Act, drug offenses, and theft. The Chiayi Branch, entrusted
by the Taiwan Yunlin District Prosecutors Office, auctioned
a tractor truck seized in a Waste Disposal Act investigation.
The Hualien Branch also completed the sale of vehicles,
computer towers, and other items seized in drug, robbery,
and child sexual exploitation cases handled by the Taiwan
Taitung District Prosecutors Office. All items were
successfully auctioned on the day of the event.
The AEA urged the general public not to take chances
and engage in illegal and criminal activities. The agency
will continue to actively assist prosecutorial authorities in
the disposal of seized and confiscated assets to enhance
the effectiveness of forfeiture and safeguard the rights and
interests of the public. It will also strengthen the
enforcement of administrative cases to uphold the “5A7S”
policy, supporting prosecutors in combating major crimes
involving organized crime, illicit gains, firearms, narcotics,
and fraud while jointly safeguarding public security, food
safety, road safety, occupational safety, campus safety,
residential safety, and cybersecurity.
