Year-End Mega Auction with Huge Crowds and Buying Frenzy Prosecutors and Enforcement Agencies Join Forces with Remarkable Results — Over NT$79.33 Million in Auction Results

On December 2, 2025, all branches of the Administrative
Enforcement Agency, Ministry of Justice held the nationwide “First
Tuesday Joint Auction”. Among them, the Taoyuan, Yilan, and Hualien
branches, whose Double-11 “Five Against and 7 Safety- 5A7S” joint
auctions had been cancelled last month due to Typhoon Fung-wong,
and postponed and incorporated into other events to be held on the same
day! The items provided by the branches for auction were highly
diverse, covering daily necessities and basic needs for food, clothing,
housing, and transportation, in which not only property seized from
obligors in administrative enforcement cases handled by each branch,
but also illicit gains or assets seized from criminal suspects or
defendants which the prosecutorial authorities had entrusted the
branches to dispose of were also available during the auction. With the
fine weather and sunshine across all regions, there were crowds with
strong buying interests. The total auction price reached
NT$79,337,503, which not only effectively replenished the national
treasury, but also helped implement the new confiscation regime under
the Criminal Code and preserved the possibility of future compensation
claims by crime victims. It fully demonstrated the government’s resolve
to continue carrying out the “5A7S” policy and to protect the general
public, and it brought the final joint auction of 2025 to a perfect
conclusion.
On the day of auction, the total auction price for real estate
from all branches reached NT$61,582,862. The most eye-catching
item, and the one reaching the highest price was an office unit on
the 13th floor of the Yongqian Enterprise Empire Building in
Taoyuan District auctioned by the Taoyuan branch under the
entrustment of the Taoyuan District Prosecutors Office on the basis
that it had been ordered confiscated and recovered in a judgment
against a defendant surnamed Chiu. The defendant surnamed Chiu,
starting from April 2010, headed an illegal fundraising syndicate to
illegally solicit funds in the manner of so-called mutual-aid associations
and special deposit schemes, claiming publicly that “invest just
NT$100,000 can get you NT$10 million in return, with high monthly
interest of NT$5,000 to 500,000.” Once victims made the investment,
the syndicate absconded with the money. The court, finding a violation
of the Banking Act, sentenced the defendant to an imprisonment of
seven years and two months, and ordered the confiscation of
NT$728,160,731 in illicit proceeds that had not been seized. Where all
or part of such assets could not be confiscated or confiscation was
inappropriate, an equivalent value would be recovered. Because the
above-mentioned office unit featured convenient transportation and
good surrounding amenities, it was highly favored by the participants
and was auctioned for NT$23,047,500. The second-highest auction
price came from the Hualien branch in its auction of seven parcels of
land in Taimali Township, Taitung County, which were owned by an
obligor, a defendant surnamed Yeh, and auctioned due to the case
involving arrears in land value tax. As these seven parcels are
contiguous, located within an urban land readjustment area, and close
to the Taimali Sunrise Boulevard along Provincial Highway 9, they
attracted bidders’ attention and were ultimately auctioned for
NT$14,697,000. The next highest amount was from the Kaohsiung
branch in an administrative enforcement case against an obligor, a man
surnamed Tsai, who was in arrears on estate tax and land value tax; on
the joint auction day, the six parcels of land owned by Mr. Tsai in the
Xinjia Section of Fengshan District, Kaohsiung City were auctioned at
the lowball price of NT$6,915,000. Moreover, an obligor surnamed Lo
in Pingtung, who had fallen into arrears for multiple years on a total of
45 entries of house tax and land value tax, had the three-story house in
Xinpi Township seized by the Pingtung branch. After the subsequent
discounted auction of special auction procedure held that day, the

property located conveniently beside Provincial Highway 1 was finally
auctioned for just over NT$2.64 million, which will be applied first to
offset the tax arrears. In addition, other branches also concluded the
auction off, or had the referring agencies take over, multiple highquality
real estate properties, indicating that the value-preserving nature
of real estate continues to be favored by a wide range of investors.
The total amount from the branches’ auction and liquidation
of personal property reached NT$17,754,641. Among these, the one
with the highest auction price came from the auction by the
Taoyuan branch under the entrustment of the Taoyuan District
Prosecutors Office of 437,283.716304 USDT held by a defendant
surnamed Hsu, who was suspected of money laundering. The
cryptocurrency was divided into 22 lots and auctioned off one by one;
after intense bidding among multiple bidders, it was auctioned for a
total of NT$13,715,000. Furthermore, under the entrustment of the
Hualien District Prosecutors Office, the Hualien branch auctioned six
pieces of gold jewelry seized in fraud and theft cases involving
defendants surnamed Teng and Fu. The appraisal results showed that
the fineness of the gold pieces ranged between 970 and 998 parts per
thousand, indicating high purity and attracting large crowds people to
bid; and the items were successfully auctioned for NT$158,900.
Furthermore, a logistics company had fallen into arrears on more than
550 entries of vehicle license tax, profit-seeking business income tax,
National Health Insurance premiums, and vehicle’s fuel fees. The
Tainan branch seized a HINO heavy-duty truck registered under the
company’s name and successfully auctioned it off for NT$630,000, a
price higher than the upset price. Last but not least, a candle company
in Hsinchu County owing a total of more than NT$4.64 million due to
being in arrears on 330 entries of labor insurance premium payments
and fined under the Labor Standards Act had a Kuozui-branded lightduty
truck seized by the Hsinchu branch, which was auctioned off that
day for NT$450,000. Other branches also auctioned or liquidated a wide
variety of valuable personal property, including cars, trucks, clothing,
agricultural products, electronic gadgets, and investment-worthy stocks
(such as stocks of Sunny Bank, Bank of Panshin, and Hwatai Bank,
etc.), providing non-stop revenue to the national treasury.
The nationwide “First Tuesday Joint Auction” is held at each
branch on the first Tuesday of every month at 3:00 p.m. You may visit

Administrative Enforcement Agency hereby reminds the general public
that fraud schemes have been evolving rapidly in recent times and it is
increasingly difficult to tell truth from falsehood. Hence, do not place
any trust in information from unknown sources. For any doubts, please
promptly call the 165 anti-fraud hotline for clarification. A little more
awareness can mitigate a little bit of loss. In view of the fact that major
crimes such as fraud and illegal fundraising are becoming increasingly
rampant and severely threatening the property of the general public, in
order to cut off the enormous illicit gains of fraud rings and other
unscrupulous parties and to promptly make restitution for victims’
losses, all AEA branches will continue to deepen their cooperation with
the prosecutorial authorities. They will swiftly dispose of (liquidate)
seized assets that may be confiscated or subject to value-based
confiscation both during the investigation stage and after judgments
become final, vigorously enforce cases under the “5A7S” initiative, and
at the same time integrate various anti-fraud publicity measures.
Through open and transparent auction procedures, AEA will effectively
recover illicit gains, fully implement the Executive Yuan’s “5A7S”
policy, and demonstrate the government’s resolution to combat and
prevent fraud on all fronts.
