The AEA Intensifies Enforcement against Major Debtors and Cooperates with District Prosecutors Offices in Auctioning Seized Assets January Joint Auction Concludes with a Total Amount of Around NT$36.41 Million

To uphold social justice, the various branches of the
Administrative Enforcement Agency (AEA), Ministry of Justice,
have continued to intensify enforcement against major debtor cases
by seizing movable and immovable property under their names,
while actively cooperating with district prosecutors offices in the
auctioning of seized assets. On January 6, 2026, the AEA grandly
held the first nationwide “123 Joint Auction” of the year—held on
the “first” “Tuesday” of every month, starting at “3” p.m.—
bringing together movable and immovable properties seized by the
branches and district prosecutors offices for auction and disposal.
Despite the cold weather, public enthusiasm for bidding remained
strong, with the total amount from the conclusion of the auctions
reaching NT$36,418,064.
The branches have continued to intensify enforcement
against major debtor cases. At this auction, the Taipei Branch
auctioned an MD-83 aircraft owned by a certain airline
company, concluding the auction at NT$3.2 million. The
company, once a leading player in Taiwan’s aviation industry, had
accumulated arrears exceeding NT$100 million in airport service
fee for international flights passengers and related taxes and fees,
and was therefore listed by the AEA as a “major debtor.” The
aircraft had previously failed to attract any bids in multiple
auctions; this auction marked the third auction in the current round,
and the aircraft was ultimately sold for NT$3.2 million. In addition,
at this auction, the New Taipei Branch auctioned two parcels of
land located in Zhonghe District, New Taipei City, owned by an
obligor surnamed Lin, with the total amount from the
conclusion of the auction reaching NT$2.97 million. The obligor
had accumulated estate tax arrears exceeding NT$10 million and
was therefore listed by the AEA as a “major debtor.” Both parcels
are forest land zoned as scenic zones and had failed to conclude in
previous auctions. This auction marked the fourth round in the
current round. After the New Taipei Branch actively notified
interested parties and co-owners and urged them to participate in
bidding, the two parcels were ultimately sold for NT$2.97 million.
To implement the Ministry of Justice’s policy objectives of
combating crime and safeguarding the rights and interests of
crime victims, the branches have actively cooperated with
district prosecutors offices in the auctioning of seized assets. At
the request of the Taichung District Prosecutors Office, the
Taichung Branch auctioned a commercial cargo tractor seized
during the investigation of a case involving violations of the
Waste Disposal Act, concluding the auction at NT$1.86 million.
The vehicle had previously been offered in the first auction on
November 11, 2025; however, due to the existence of a mortgage,
the bids failed to reach the floor price and the auction did not
conclude. After the Taichung District Prosecutors Office
coordinated with the mortgage holder and the defendant to lower
the floor price, a second auction was conducted at this auction,
ultimately concluding at NT$1.86 million. This outcome
underscores the determination of enforcement authorities and
prosecutorial authorities to jointly combat crime. In addition, at the
request of the Shilin District Prosecutors Office, the Taipei
Branch auctioned a co-owned share of land located in
Zhongzheng District, Taipei City, belonging to an incarcerated
offender surnamed Wu, concluding the auction at NT$1.19
million. Wu, together with others, had conspired to illegally obtain
more than NT$60 million in land expropriation compensation from
an Ancestor Worship Guild. He was convicted by the court of the
offense of obtaining illegal benefits, with the judgment becoming
final, and the criminal proceeds were ordered to be confiscated.
This auction marked the third round, which ultimately concluded at
NT$1.19 million. In addition, the Yilan Branch actively
coordinated with the Taipei District Prosecutors Office and, at
this joint auction, auctioned sea-view resort suites located in
Wujie Township, Yilan County, owned by an obligor surnamed
Qin, the principal of an illegal fundraising group. One of the
units was concluded at NT$1,419,480. Qin, whose conviction for
illegal fundraising involving over NT$100 million has become
final, had accumulated hundreds of cases of arrears in tax on price
of land and house tax, ranking first in unpaid house tax in the Yilan
area. As the real properties under his name had previously been
subject to a prohibition on disposition imposed by the Taipei
District Prosecutors Office, the Yilan Branch actively coordinated
with the Taipei District Prosecutors Office, which agreed to allow
the auction to proceed and, following the conclusion of the auction,
to request the land administration authority to cancel the prohibition
registration in order to complete the registration of ownership
transfer. At this auction, two suites under his name were offered,
one of which was successfully purchased by a bidder from Taoyuan
for NT$1,419,480.

nationwide joint auctions are held at each branch on the “first”
“Tuesday” of every month, starting at “3” p.m. Members of the
