Streamlining the Training of Professional Talent and Enhancing Smart Enforcement Efficiency

The Administrative Enforcement Agency held the
Joint Graduation Ceremony for the 18th Training
Program for Administrative Enforcement Officers
and the Opening Ceremony for the 19th Training
Program
The Administrative Enforcement Agency (AEA), Ministry
of Justice, held the Joint Graduation Ceremony for the 18th
Administrative Enforcement Officer Training Program and
Opening Ceremony for the 19th Program at 3:00 p.m. on March
2, 2026 (Monday) at the Ministry of Justice. Minister Cheng
Ming-Chien personally presided over the certificate
presentation, awarding graduation certificates to the trainees of
the 18th program and trainee identification certificates to those
of the 19th program. The ceremony was conducted in a solemn
yet warm atmosphere, highlighting the significance of
professional continuity and generational succession in
administrative enforcement.
In his remarks, Minister Cheng first congratulated the
trainees of the 18th Administrative Enforcement Officer
Training Program on successfully completing their training and
welcomed the new trainees of the 19th program to join the
administrative enforcement team of the Ministry of Justice. He
noted that Administrative Enforcement Officers play an
indispensable role within the nation’s rule-of-law system,
bearing the responsibility of realizing public authority and
safeguarding social justice. To cultivate outstanding legal
professionals for the country, the AEA has designed a rigorous
one-year training program. In addition to offering a diverse
range of professional and practical training courses taught by
experienced lecturers, outstanding Chief Administrative
Enforcement Officers or Administrative Enforcement Officers
are assigned as mentors during the practical training period to
pass on valuable enforcement experience. Furthermore, trainees
are also arranged to participate in the Legal Affairs Personnel
Training Program at the Academy for the Judiciary and in
training programs at the Training Institute of the Ministry of
Finance, where they study alongside legal affairs and financial
personnel, thereby making full use of inter-agency teaching
resources and broadening their learning perspectives.
Minister Cheng also encouraged all trainees by
emphasizing that administrative enforcement represents the “last
mile” in realizing fairness and justice. In their future careers,
they will face various challenges—from firmly enforcing
against malicious major debtors to assisting in the disposal of
illicit gains of criminal groups in accordance with government
policies, all of these responsibilities require proactive
commitment and dedicated performance of duty. While
upholding the dignity of the rule of law, they should also
embody the spirit of “humane enforcement” by extending
support to disadvantaged groups in society, thereby
implementing the Ministry of Justice’s principle of balanced
firmness and compassion in law enforcement and making
administrative enforcement a field of legal practice imbued with
both authority and humanity. In addition, in response to the
trend of technological advancement, the AEA has in recent years
actively promoted AI-enabled smart enforcement measures,
utilizing technological tools to enhance the efficiency and
accuracy of case handling. The Minister expressed the hope that
the new trainees will devote themselves fully to learning during
the one-year training program, strengthen their professional
knowledge and skills, and, after completing the program, make
good use of technological tools to further improve
administrative enforcement effectiveness and enhance the
overall quality of law enforcement.
The ceremony was followed by remarks from trainees of
the 18th program, who shared their experiences and reflections
during the training period. Trainees of the 19th program then
introduced themselves one by one, demonstrating their
determination to formally embark on the training program.
Director-General Miao also noted that the trainees possess
outstanding academic and professional backgrounds, warmly
welcoming them to join the enforcement team. He encouraged
all trainees—whether currently undergoing training or about to
be assigned to their respective posts—to make the most of the
training resources, demonstrate their professional capabilities,
and work together to contribute to the maintenance of social
fairness and justice and the continued development of the
nation’s rule of law.
