April in Full Bloom: Post-Holiday Joint Auction Delivers Strong Results, with Total Winning Bids Exceeding NT$218 Million to Boost the National Treasury

On April 7, 2026, the various branches under the Ministry of
Justice’s Administrative Enforcement Agency (AEA) held their
nationwide “123 Joint Auction” for April. In addition to assets
seized by AEA branches, the auction also featured items consigned
for sale by prosecutorial authorities. With a wide variety of
properties and assets on offer, the event provided a diverse selection
for bidders. Despite several days of heavy spring rain, strong
demand was undeterred at the first working day auction following
the Tomb Sweeping holiday. Branches across the country reported
robust bidding activity, with total winning bids reaching
NT$218,280,764, providing a meaningful contribution to the
national treasury.
Winning bids for real estate totaled NT$202,268,272. The
highest bidding sale was recorded by the Yilan Branch, which
auctioned a factory property (from Basement Level 1 to Floor 3)
in Wujie Township owned by obligor Jin ○ Garment Industrial
Co., Ltd. for NT$85.1 million. The obligor owed more than NT$10
million in unpaid house tax, labor and health insurance premiums,
and private debts. This was the property’s second auction and
attracted four competing bidders, ultimately selling for more than
NT$10 million above the reserve price. The second-highest
bidding sale was completed by the Taoyuan Branch, which
auctioned a commercial office property on Zhongzheng Road in
Taoyuan District owned by obligor Hao ○ Industrial Co. The
mortgage creditor declared acceptance of the property at the
reserve price of NT$51,183,000. The property comprises several
fully combined units on the same floor, with a total area of more
than 860 square meters (260 ping), offering a spacious layout
suitable for a wide range of uses. Hao○ Industrial Co. had the
property seized and auctioned due to multiple years of unpaid house
tax and land value tax. This was the third auction, and mortgage
creditor Wang○-jung declared acceptance of the property at the
reserve price. The creditor is also required to settle the land value
tax and house tax entitled to priority payment in this case.
The thirdhighest bidding sale was also recorded by the Taoyuan Branch,
which sold approximately 99 square meters (30 ping) of prime
building land on Yanping Road in Zhongli District owned by
obligor Chung○○ Ancestral Worship Association for NT$14.78
million. Although the land was occupied by an existing structure, it
attracted strong interest due to its complete title and regular lot
shape. The association’s property had been judicially auctioned due
to several years of unpaid land value tax, and it was successfully
sold at the third auction on the same day. Separately, the Taichung
Branch sold a building in Beitun District, Taichung, near the
Shuinan residential and commercial district, owned by an
obligor surnamed Liu, for NT$13.49 million. The obligor had
been referred for enforcement after incurring unpaid house and land
transactions income tax following a prior court-ordered sale of other
real property. This was the third auction, and the property sold for
more than NT$300,000 above the reserve price. In addition, other
branch offices also successfully auctioned multiple real estate
properties, delivering strong overall results.
Total proceeds from movable asset dispositions (including
auctions and negotiated sales) reached NT$16,012,492. The
highest bidding for a movable asset auction sale was recorded
by the Changhua Branch, which auctioned 230,000 shares of
Chung Ho Spinning Co., Ltd. inherited by an obligor surnamed
Yeh for NT$11,845,000. As a long-established textile manufacturer
that has shifted its recent business focus toward real estate
operations, the company remains of strong interest to investors
despite being unlisted. At its first auction, the shares were sold at an
average price of NT$51.5 per share. Together with more than
NT$5.01 million previously collected in the same case, nearly 90
percent of the outstanding estate tax has now been recovered.
Separately, upon request from the Taiwan Changhua District
Prosecutors Office, the Changhua Branch auctioned a white
Mercedes-Benz vehicle manufactured in 2019 owned by a
defendant surnamed Lin, who is suspected of fraud. Due to its
excellent condition, the vehicle attracted significant attention
and was sold for NT$1.02 million after 69 rounds of bidding,
demonstrating the determination of enforcement and prosecutorial
authorities to combat fraud and safeguard victims’ rights. In another
case, Chan○ Horticulture Co. had two excavators confiscated as
criminal instruments after its responsible person was convicted as a
co-offender under Article 46, Paragraph 3 of the Waste Disposal Act
for unlawfully providing land for waste dumping without
authorization. The equipment was consigned by the Taiwan
Changhua District Prosecutors Office to the Changhua Branch for
disposition. This second auction attracted active bidding from
industry participants and was ultimately sold for NT$330,000,
reflecting efforts to prevent repeat offenses and safeguard the
nation’s land and environment. Also drawing public attention was
the Taoyuan Branch’s auction, upon request from the Taiwan
Taoyuan District Prosecutors Office, of cryptocurrency assets
held by defendants suspected of fraud. These included
18,872.393412 USDT (Tether) and 22.23287908 MAX tokens
held by a defendant surnamed Hsu, as well as 1,769.2983 USDT
held by a defendant surnamed Lin. After more than ten to over
thirty rounds of bidding in separate lots, the virtual assets were
successfully sold for a total of NT$660,702. Separately, the
Tainan Branch sold for NT$350,000 the capital contribution
interest held by obligor Chang○-wen in Minatop International
Co., Ltd., representing a total equity contribution of NT$350,000.
Chang○-wen had previously been sentenced to imprisonment for
violating the National Security Act. Following the recovery of
pension payments by the Veterans Affairs Council, the case was
referred to the Tainan Branch for enforcement. Proceeds from this
sale were used to offset part of the outstanding obligation. Other
branches also successfully auctioned or sold a wide variety of
movable assets, including passenger vehicles, trucks, motorcycles,
collectible figurines, agricultural products, household goods, and
multiple unlisted stocks with investment value, achieving favorable
results.
The Administrative Enforcement Agency expressed sincere
appreciation to all members of the public who participated in the
event. The nationwide 123 Joint Auction is held at branch offices
across Taiwan on the first Tuesday of every month at 3:00 p.m.
